Job Description
The United States Embassy in Kampala, Uganda has enjoyed diplomatic relations with Uganda for over 30 years. Ambassador William W. Popp currently heads the U.S Mission to Uganda. The Mission is composed of several offices and organizations all working under the auspices of the Embassy and at the direction of the Ambassador.

Job Summary: The EFM – Management Assistant mainly provides full administrative and clerical support to all Embassy sections including filling in for all direct hire/EFM Office Management Specialists during temporary absences/periods of short staffing. Incumbent shall assist in managing special projects including CODELs and POTUS’ and escort pouch when required. Incumbent shall work on temporary basis and supervised by the Management Counselor.
Duties and Responsibilities
Diplomatic Relations
Representing the U.S. Government: Embassies act as the official representation of the U.S. government in the host country, facilitating diplomatic communication and negotiations.
Advancing U.S. Foreign Policy: They work to implement and advocate for U.S. foreign policy objectives, promoting political, economic, and cultural ties between the U.S. and the host country.
Monitoring and Reporting: Embassies monitor political, economic, and social developments in the host country and report back to Washington, D.C., to inform U.S. policy decisions.
Consular Services
Assisting U.S. Citizens: Embassies provide services to U.S. citizens living or traveling abroad, including passport renewals, emergency assistance, and notarial services.
Visa Services: They process visa applications for foreign nationals who wish to travel to the United States for tourism, business, study, or immigration purposes.
Protection and Welfare: Embassies offer support in cases of distress, such as arrest, medical emergencies, or natural disasters, ensuring the safety and well-being of U.S. citizens abroad.
Economic and Trade Relations
Promoting Trade: Embassies work to enhance bilateral trade and investment, assisting U.S. companies in entering and operating in the host country's market.
Economic Reporting: They analyze and report on economic trends and developments in the host country, providing valuable information to U.S. businesses and policymakers.
Trade Negotiations: Embassies support trade negotiations and agreements, working to eliminate barriers to U.S. exports and investment.
Cultural and Educational Exchanges
Public Diplomacy: Embassies engage in cultural diplomacy to promote mutual understanding and positive perceptions of the U.S. through educational programs, cultural exchanges, and public outreach.
Educational Programs: They administer programs such as the Fulbright Scholarship, promoting educational exchange between the U.S. and the host country.
Cultural Events: Embassies organize and support cultural events, such as art exhibitions, film screenings, and performances, showcasing American culture and fostering cultural ties.
Security and Defense Cooperation
Security Coordination: Embassies work with the host country on security issues, including counterterrorism, law enforcement cooperation, and military collaboration.
Defense Relations: They facilitate defense relations and cooperation, including military training, joint exercises, and arms sales.
Regional Stability: Embassies contribute to regional stability by addressing security challenges, promoting conflict resolution, and supporting peacekeeping efforts.
Administrative Functions
Staff Management: Embassies manage the personnel and administrative functions necessary for their operations, including human resources, logistics, and financial management.
Facilities Management: They ensure the maintenance and security of embassy buildings and properties.
Coordination with Other U.S. Agencies: Embassies coordinate with various U.S. government agencies, such as USAID, the Department of Commerce, and the Department of Agriculture, to implement a broad range of programs and initiatives.
Qualification, Experiences and Competencies
Education Requirements: The applicants for the United States US EFM – Management Assistant job should have completed Secondary (High) School. Required.
Experience: Minimum of 2 years of administrative or secretarial experience is required.
Job Knowledge: Knowledge of correspondence procedures and general customer service is required. Knowledge of office protocol matters, logistics and related office requirements is required.
Language: Level III (good working knowledge) reading/speaking/writing in English is required.
Skills and Abilities Optional: Typing level II (40wpm) is required.
Basic knowledge of Microsoft Office, Outlook and Internet is required.
Ability to work flexible hours is required.
Must be tactful, possess good judgment and be able to communicate with employees at all levels.
Ability to accurately proofread written material to eliminate errors, well-organized, ability to meet deadlines and to work in a multi-tasking environment is required.
Must be eligible to obtain a Secret clearance. Basic numerical skill required.
