About the Organization

Baylor College of Medicine Children’s Foundation-Uganda (Baylor – Uganda) is a child health, not – for – profit NGO committed to delivering high quality, high impact and highly ethical paediatrics and family HIV&AIDS prevention, care and treatment services, health professional training and clinical research in Uganda. It is affiliated to Baylor College of Medicine International Paediatric AIDS Initiative (BIPAI) based at Texas Children’s Hospital in Houston, Texas, USA. It emerged from a technical capacity building support and partnership between BIPAI, Mulago Hospital Paediatric Infectious Diseases clinic (PIDC) and Makerere University Department of Paediatrics and Child health in August 2003. PIDC existed since 1988 as a Mulago hospital clinic offering Paediatric HIV&AIDS services. In November 2004, PIDC was officially initiated into the BIPAI network at their annual networking meeting in Gaborone, Botswana. In 2005, BIPAI signed memoranda of understanding with Ministry of Health, Mulago Hospital and Makerere University Department of Paediatrics and child health to support the expansion of paediatric and adolescent HIV services in Uganda. It was then that Baylor College of Medicine Children’s Foundation – Uganda (Baylor – Uganda) was formed and registered as a Non-Government Organization.

Job Description

Baylor College of Medicine Children’s Foundation -Uganda (Baylor-Uganda) is an indigenous not-for-profit child health and development organisation affiliated to the Baylor College of Medicine International Paediatric AIDS Initiative (BIPAI), a Network of paediatric HIV/AIDS care and treatment Children’s Clinical Centres of Excellence and international program offices in 11 countries across Africa and Eastern Europe.
Job Summary: The Administration Officer will review and monitor the implementation of policies and procedures for Fleet, asset, staff accommodation, and security general office management in line with the Directorate mission.

Duties and Responsibilities

  • Establish fleet maintenance controls & procedures and monitor the performance and preparation of monthly management reports on fleet maintenance and cost-effectiveness.

  • Develop annual and quarterly administration-related work plans and budget and submission of monthly administrative-related reports to the Administration Manager in line with Baylor operational-related policies.

  • Setting up controls of fuel management, monitoring usage and preparation of monthly fuel consumption reports in line with the Baylor Uganda financial manual and fleet management policy

  • Contracts Management: Setting up procedures for tracking operational and service contracts monitoring the performance and advising on the renewal of the services.

  • Security management: Establishment and implementation of security controls, monitoring performance supervision and preparation of monthly security reports to the Administration coordinator.

  • Develop an administration-consolidated operational procurement plan for office supplies and services in line with Baylor Uganda Office management guidelines.

  • Monitor, track, and maintain an updated Fixed Asset Register through accurate records on assets within the organization in line with Baylor Uganda’s operational and financial guidelines.

  • Management staff and district-supported HFs airtime services and verification of the invoices to establish their completeness and accuracy to ensure value for money and submission to finance for payment.

  • Contracts Management of the DREAMS Safe Spaces to ensure smooth operations support to the Activity through Landlord expectations management; ensure the assorted office supplies and sundries are available, security and utilities are catered for at the Safe Spaces.

  • Offer supervisory role through coaching and mentoring of the Administration team at the Regional offices and Clusters.

Qualification, Experiences and Competencies

  • A Bachelor’s Degree (honors) in a Business-related course or any degree oriented towards Administration.

  • The job holder must have at least three (3) years relevant working experience in Administration, fleet management, assets and general office management in a reputable organization.
