Job Description
Water For People Uganda is seeking a CONSULTANT to; Review and Update of the Guide to Monitoring of Water Supply, Sanitation, and Hygiene Sector Indicators
Water For People, in collaboration with the Ministry of Water and Environment (MWE), is dedicated to enhancing the quality of life in developing countries through sustainable WASH projects. This assignment focuses on aligning Uganda's WASH indicators with international frameworks like SDG 6. The current guide needs updating to harmonize definitions and methodologies for accurate monitoring and reporting across national and global platforms.
Duties and Responsibilities
Identify and Utilize WASH Data: Analyze annual WASH data sources and develop strategies for effective dissemination and utilization.
Task Force Support: Serve as Secretary to the National Task Force, ensuring comprehensive stakeholder engagement and meeting coordination.
Review and Update Indicators: Collaborate with the Task Force to align WASH indicators' definitions, methodologies, and calculations with international standards.
Update Guide: Revise and format the Guide to Monitoring of WASH Sector Indicators to reflect updated methodologies and ensure clarity and accessibility.
Dissemination Workshop: Organize a national workshop to introduce stakeholders to the updated guide and foster understanding and utilization of revised indicators.
Review TOR: Evaluate and propose improvements to the Terms of Reference for the development of program performance reports related to natural resources, environment, climate change, land, water resources management, and human capital development.
Qualification, Experiences and Competencies
Candidates should possess a master's degree in public health, water resources management, civil engineering, monitoring and evaluation, or related fields, with at least 10 years of experience in the WASH sector.
Expertise in WASH indicators and frameworks like SDGs, GLAAS, and JMP is essential.
Strong project management, analytical, and communication skills are required, along with proficiency in relevant software tools.
Budget and Proposal Requirements:
Consultants must submit technical and financial proposals by July 31, 2024, demonstrating understanding of the assignment, proposed methodology, work plan, and team qualifications.
The selection will prioritize technical suitability (70%) and financial proposals (30%).
