Job Description

Population Services International (PSI) Uganda is a public health international non-profit organization that works to improve the health and lives of Ugandans. By approaching care from the consumers’ perspective, PSI Uganda provides life-saving information, products, and services to tackle some of the country’s most pressing health problems so that people can lead healthier, happier, and more productive lives. Using the market development approach and targeted social behavior change, PSI Uganda works to shift policy and funding, shape mixed health systems, and strengthen the public and private health sector across the country. Our work complements that of our line ministry, the Ministry of Health (MoH) and other implementing partners. Our origins in sexual and reproductive health (SRH) have grown into a broader mission. For the past two decades, we have implemented various programs in maternal and child health, urban health, HIV/AIDS, WASH, malaria, digital health, social business, supply chain management of health commodities, among others. Increasingly, we work with consumers, local communities, market actors (private sector) and the Government of Uganda (through the MoH) to diagnose problems together, generating insights to design solutions that strengthen Uganda’s healthcare system for the long term.
Population Services International Uganda seeks a Director of Finance and Administration who will provide strategic leadership and oversight, maintaining sound PSI accounting systems and compliance with global finance policies and procedures. Lead on Financial reporting, technical support on budget development and management, Audits, Legal, and Sub-Award Management for developing and overseeing such departments as Finances, grants, and contracts under an anticipated 5-year USAID/Uganda Social Behavioral Change Activity funded project. The project will accomplish this result through two anticipated objectives: 1) strengthened public sector systems for oversight and coordination of SBC at the national and district levels; and 2) improved ability of individuals to adopt healthy behaviors. The project will work primarily in the areas of maternal and child health (MCH), tuberculosis (TB), HIV/AIDS, and malaria with attention to other health areas, such as family planning, nutrition, water and sanitation (WASH), global health security or other development sectors, as other funds become available.

Duties and Responsibilities

Financial Reporting and Budgeting:

  • Initiate, develop, and monitor the implementation of financial reporting guidelines in line with donor regulations, PSI global standards, and local law.

  • Lead the preparation of annual operating and project budgets according to donor requirements and the PSI Finance Manual.

  • Coordinate with the finance team for the submission of monthly financial packages to PSI/W, ensuring complete, accurate, and timely recording and reporting of transactions.

  • Co-lead monthly financial report reviews, focusing on resource allocation to achieve program objectives and ensuring donor compliance.


Procurement, Logistics, and Human Resources:

  • Ensure compliance with donor regulations, PSI standards, and local laws in all procurement and recruiting activities.

  • Maintain sound financial policies, procedures, systems, and practices for effective management of procurement and disbursement.

Grants and Sub-Awards:

  • Ensure that sub-awardees have proper financial controls in place and monitor compliance with grant terms and conditions.

  • Coordinate monthly reporting from sub-awardees, ensuring costs align with project delivery and providing explanations for budget variances.


Internal Controls and Compliance:

  • Develop and implement an internal controls framework for monitoring the efficient and effective utilization of funds and project assets, in line with the Assets Management Policies and PSI Finance Manuals.

  • Manage all internal and external audits, providing audit samples, preparing management comments on audit reports, and ensuring the remediation of audit findings.

  • Ensure timely submission of statutory financial reports, including tax returns, and compliance with PSI global finance policy, funder regulations, and local laws.

  • In collaboration with legal counsel, minimize legal risks to the organization and address any legal issues that arise.


Leadership and Training:

  • Supervise and provide leadership to the finance and sub-awards teams.

  • Use effective hiring strategies to find the right fit for the organization and conduct periodic performance analysis for timely improvements.

  • Provide training to existing and new staff on financial policies and procedures, ensuring a high level of understanding and compliance.

Qualification, Experiences and Competencies

  • A master’s degree in business administration, Finance, and another relevant field.

  • A minimum of 10 years in accounting, business administration, or a related field.

  • A minimum of seven years of experience supervising project operations, including human resources, procurement, subcontracts, grants, and accounting/finance.

  • Experience managing large budgets, logistics, and supply chain management for the implementation of USG programs.

  • In-depth knowledge of USG financial reporting and compliance requirements, as well as USG Cost Accounting Standards.

  • Demonstrated supervisory experience of professional staff.

  • Chartered Accountant/CPA equivalent preferred

  • Working knowledge of integrated, accrual-basis accounting systems such as QuickBooks Enterprise, Lawson, or another ERP. Advanced computer skills, with strong Office 365 skills preferred.

  • Expert Excel user and exceptional quantitative data analysis skills
