Job Description
Bishop Stuart University (Chartered by the Government of Uganda) is a fastest growing Ankole Diocese Church of Uganda founded institution located in Kakoba, Mbarara.3.5Km from the City Center. Duties and Responsibilities
Strategic Planning and Leadership
Technology Strategy: Develop and implement a comprehensive ICT strategy aligned with the organization's goals and objectives.
Policy Development: Establish and enforce ICT policies, procedures, and standards to ensure effective and secure use of technology.
Leadership: Provide visionary leadership and direction to the ICT department, fostering a culture of innovation and continuous improvement.
Infrastructure Management
System Management: Oversee the management and maintenance of all ICT systems, including hardware, software, networks, and databases.
Cloud Computing: Manage cloud services and infrastructure to ensure scalability, reliability, and cost-effectiveness.
Vendor Management: Negotiate and manage contracts with ICT vendors and service providers to ensure quality and cost-efficiency.
Cybersecurity
Security Strategy: Develop and implement robust cybersecurity strategies to protect the organization's data and systems from threats.
Compliance: Ensure compliance with relevant laws, regulations, and standards related to data protection and cybersecurity.
Incident Management: Oversee the response to ICT security incidents and breaches, ensuring rapid and effective resolution.
Project Management
Project Oversight: Lead and manage ICT projects, ensuring they are completed on time, within budget, and to the required standards.
Resource Allocation: Allocate resources effectively across projects and operational needs.
Change Management: Implement change management strategies to ensure successful adoption of new technologies and processes.
Budgeting and Financial Management
Budget Planning: Develop and manage the ICT budget, ensuring efficient use of resources and alignment with strategic priorities.
Cost Control: Monitor and control ICT expenditures, identifying opportunities for cost savings and efficiencies.
Financial Reporting: Prepare financial reports and presentations for senior management, highlighting ICT investments and ROI.
Team Leadership and Development
Team Management: Lead and manage a team of ICT professionals, providing guidance, support, and performance feedback.
Professional Development: Foster the professional growth of ICT staff through training, mentoring, and career development opportunities.
Recruitment: Oversee the recruitment and retention of skilled ICT personnel.
Collaboration and Communication
Stakeholder Engagement: Collaborate with other departments, senior management, and external stakeholders to understand and address ICT needs.
Communication: Communicate ICT strategies, plans, and performance to various audiences, including technical and non-technical stakeholders.
Partnerships: Develop and maintain strategic partnerships with external technology providers, educational institutions, and industry groups.
Qualification, Experiences and Competencies
Educational Background: A bachelor’s degree in computer science, information technology, engineering, or a related field is typically required. A master’s degree or MBA is highly preferred.
Experience: Extensive experience (typically 10+ years) in ICT management, with a track record of success in strategic planning, project management, and team leadership. Prior experience in a senior ICT leadership role is essential.
