Job Description

Compliance with Standards: Ensure MEL activities comply with relevant standards, guidelines, and regulatory requirements.

Duties and Responsibilities

Strategic Leadership

  • Develop MEL Frameworks and Systems: Design and implement comprehensive monitoring, evaluation, and learning frameworks aligned with the organization's strategic goals.

  • Integration with Organizational Strategy: Ensure MEL activities are integrated into the broader organizational strategy and operational plans.

  • Policy Development: Develop and update MEL policies, guidelines, and procedures.


Program Monitoring and Evaluation

  • Design and Plan Evaluations: Lead the design, planning, and execution of evaluations and assessments for various projects and programs.

  • Data Collection and Analysis: Oversee the collection, management, and analysis of qualitative and quantitative data to measure program outcomes and impact.

  • Performance Tracking: Monitor program performance through regular tracking of key performance indicators (KPIs) and metrics.

  • Field Visits and Assessments: Conduct field visits and on-site evaluations to gather firsthand information and validate data.

Learning and Knowledge Management

  • Promote a Learning Culture: Foster a culture of continuous learning and improvement within the organization.

  • Capacity Building: Provide training and capacity-building support to staff on MEL practices, tools, and techniques.

  • Documentation and Reporting: Ensure comprehensive documentation of MEL activities and produce high-quality reports and presentations for internal and external stakeholders.

  • Knowledge Sharing: Facilitate the dissemination of lessons learned and best practices across the organization and with partners.


Stakeholder Engagement

  • Collaboration with Program Teams: Work closely with program teams to integrate MEL activities into project design and implementation.

  • Engage External Stakeholders: Liaise with donors, partners, and other external stakeholders to ensure MEL activities meet their requirements and standards.

  • Advisory Role: Serve as a key advisor to senior management on MEL-related matters and provide insights for decision-making.


Quality Assurance and Compliance

  • Ensure Data Quality: Implement quality assurance processes to ensure the accuracy, reliability, and validity of data.

  • Compliance with Standards: Ensure MEL activities comply with relevant standards, guidelines, and regulatory requirements.

  • Risk Management: Identify and mitigate risks associated with MEL activities.


Innovation and Improvement

  • Adopt New Technologies: Explore and implement innovative technologies and methodologies to enhance MEL practices.

  • Continuous Improvement: Regularly review and refine MEL systems and processes to improve efficiency and effectiveness.

Qualification, Experiences and Competencies

  • Master’s degree in public health, business administration, demography, statistics, social sciences or related field or equivalent experience

  • Minimum seven years of work experience in monitoring and evaluating. Large, multi-year Forestry sector development projects are preferred.

SKILLS & COMPETENCIES

  • Knowledge in use of data management and analysis softwares (STATA, R, Python).

  • Demonstrated skills in rigorous quantitative and qualitative research and analytical methods.

  • Excellent ability to articulate oral and written technical information clearly and effectively to both technical and non-technical audiences

  • Demonstrated hands on practical experience setting up and managing M&E Systems

  • Excellent data analytical skills coupled with proven ability in using data innovative approaches and data presentation visuals like graphs, charts, maps, and GIS.

  • Excellent report writing, and communication skills, including oral presentation skills.
