Job Description
Refactory Limited is an initiative that seeks to address the shortage of skilled software
developers in Uganda and youth unemployment. Refactory Limited was established by
four partners; Clarke International University (CIU), Laboremus Uganda Ltd, and Fontes
Foundation and Youth With A Mission UK.
Role Description
The Finance Lead will be responsible for all financial management and control, Business
growth and Administration. The Finance Lead will report to the Executive Director.
Duties and Responsibilities
Financial Management & Accounting
Provide overall leadership in strategic financial planning and analysis including
cash flow analysis and management to ensure strategic availability of funds, cost
and revenue tracking and decision making.
Develop and manage policies and procedures to provide financial and
operational efficiency with appropriate internal controls.
Provide substantive support to the development and implementation of
accounting systems including ensuring proper record keeping, cash
management and bank reconciliations.
Ensuring compliance with national regulations in respect of financial and other
matters.
Ensure the accuracy and timely preparation and submission of quarterly and
yearly financial reports and oversee preparation and communication of periodic
financial statements.
Ensure that audit is done in accordance with proper audit and accounting
procedures for successful audit results and recommendations.
Provide financial management support and guidance to Refactory staff and
downstream partners on the accounting processes and systems.
Responsible for financial management of downstream partners including building
financial management capacity, financial requisitioning on a quarterly and
annual basis and financial reporting.
Keep stock and track of assets and maintain proper records of their utilization.
Provide annual reports on the status of the assets acquired.
Budget Management
Preparing quarterly and annual budgets, amendments and forecasts in
collaboration with relevant stakeholders. Participate in compiling, managing,
monitoring, and tracking of the budgets.
Ensure compliance with organizational and program financial regulations,
reporting requirements and proper understanding of budgetary implications by
the respective stakeholders.
Work with relevant stakeholders to forecast financial transaction needs and
support in identifying and recruiting vendors based on project budgets,rules and
regulations.
Suggest budgetary changes or improvements to increase accuracy, efficiency,
and cost reductions.
Procurement & Administration
Overseeing the adherence of the procurements to Refactory’s procurement
guidelines
Publication or dissemination of calls for proposals/services to service providers or
potential partners.
Preparation of procurement evaluation materials in consultation.
Setup of a procurement committee to evaluate submissions.
Close-out and contracting of the best evaluated applicants.
Manage contracts with vendors and service providers.
Maintain proper records for all procurements undertaken.
Qualification, Experiences and Competencies
Bachelor's degree in Finance, Accounting, Business Administration, or related field.
Master's degree preferred.
Professional certification such as CPA, ACCA, or CMA.
Minimum of seven (7) years of experience in financial management, with three (3)
years in a supervisory role.
Experience working in the nonprofit sector or with donor-funded projects is an
asset.
Experience with leveraging financial management for business development is
desirable.
Strong analytical and problem-solving skills.
Proficiency in accounting software and Microsoft Office Suite.
Excellent communication and interpersonal abilities.
