Background
World Vision Uganda (WVU) is a Christian relief, development, and advocacy non-government organization dedicated to working with children, families, and communities to overcome poverty and injustice. We currently work in 43 districts and have 48 Area Programmes implementing projects in health & nutrition, water, sanitation & hygiene (WASH), livelihoods & resilience, education, and child protection. Duties and Responsibilities
Improved integration of the Citizen Voice and Action approach across the different programs
Empowered communities engaged & influence duty bearers to improve service delivery
Responsive and accountable Local Government Institutions established
Support the integration of CVA in programme and project designs including annual Area Operation Plans
Define or review policy standards for Health Education Child Protection Resilience and Livelihood programme
Provide backstopping support to teams during the implementation of the different CVA phases to ensure fidelity of programme delivery
Generate technical guidance to support staff in the planning of CVA interventions in programmes and/ or projects
Actively engage in technical programme reflection meetings and provide updates on CVA interventions
Monitor progress on implementation of action plans from the different area programmes utilization of the CVA database by relevant teams
Map all projects utilizing the CVA model and routinely support project staff to deliver the CVA model with fidelity
Strengthen linkages between CVA and WVU flagship national Campaign
Develop & deliver capacity enhancement plan for staff and partners in CVA and policy advocacy for both development and humanitarian
Capacity Development Plan produced and reviewed on an annual basis
WVU staff and partners equipped with advocacy knowledge and skills
Staff are actively engaged and influence policy changes at the local & national level
Generate a capacity-building plan to strengthen staff and partner capacities in social accountability programmes including
Conduct training for staff and partners in CVA programme approach
Host virtual CVA clinics to address any emerging challenges and/ or gaps in the use of the CVA model
Actively engage the CVA Community of Practice and position WVU’s CVA profile within the WV partnership
Organise physical and/ or virtual learning sessions to support peer-to-peer learning
Support the establishment of a CVA champion mechanism to enhance CVA programming in different Clusters or APs
Conduct tailored training for each technical programme in policy and budget advocacy
Nurture and strengthen strategic partnerships, lobby, and influence service delivery for the well-being of children and their families
District-level coalitions and relationships with local governments strengthened towards improved service delivery
Linkages between local and national advocacy enhanced
Faith & Cultural leaders actively engaged in policy influence
Undertake a comprehensive mapping of district-based networks and/or coalitions and position WVU to engage and influence the networks
Support field teams to host dialogues in partnership with district networks to influence child well-being priorities
Actively engage with teams at national level and create opportunities for linkages between local and national-level advocacy
Support teams to actively involve and engage faith and cultural leaders in CVA programme interventions
Document and generate evidence to influence policy change at local and national level including the WVU programme and project designs
Ensure that CVA community gathering data is updated into the Global CVA database in a periodic & timely manner
Best practices and learning experiences documented and shared routinely
Progressive reports on the implementation of action plans generated and shared with relevant teams
Citizen-generated data is utilized to support advocacy at local and national level
National point person & administrator for the CVA database ensuring that staff and partners have access, and ensure staff are trained and equipped with relevant skills & competencies required to utilize and update the database.
Leverage evidence generated through CVA and the CVA database to develop knowledge products such as issue briefs, and policy statements informing programme designs and policy influence at different levels
Support teams to track and hold duty bearers accountable for the commitments made towards improving service delivery
Work with the relevant functions to produce policy briefs for local and national engagements
Support documentation of lessons learned, best practices, and experiences relating to CVA
Provide technical support to resource mobilization & acquisition functions and strategically position World Vision for advocacy and external engagements
Advocacy-related funding concepts & proposals generated
WVU recognized and approached as a credible partner for social accountability programming
Increased number of projects with CVA models secured
Support the integration of the CVA model into funding opportunities that are advocacy-related
Generate data and disseminate to relevant teams to support the design of programmes and or projects
Effectively engage and market the CVA model including its impact on communities during advocacy and external engagements at the local and national level
Qualification, Experiences and Competencies
A University Degree in Development Studies, law, and other related courses in the Humanities
A postgraduate training in a related discipline will be an added advantage.
Experience
A minimum of 5 years’ experience in policy analysis and influence, budget advocacy, and stakeholder engagements, including partnership and coalition building at local and national levels.
Demonstrate ability to mobilize, influence, network and collaborate with relevant national-level stakeholders including MDAs, NGOs Faith and Cultural Institutions.
Experience with planning, coordinating, and supporting policy engagements at the national and district level
Experience in project design and management would be an added advantage.
