Job Description
We are looking for a suitable candidate to take on the role of Head Monitoring Evaluation Accountability and Learning (MEAL).
This position will lead the development and implementation of systems for monitoring, evaluation, accountability and learning for program improvement in line with PSI Uganda’s mission.
Duties and Responsibilities
Develop and implement MEAL frameworks, systems and workplans for PSIU.
Monitor project activities, processes, quality and outputs against established indicators and targets
Review the design and conduct of research to inform program design, implementation, and evaluation including ensuring ethical standards
Analyze data using appropriate qualitative and quantitative methods and tools and prepare and disseminate research reports, briefs, and presentations.
Facilitate knowledge development, learning and sharing among program staff and external stakeholders through learning events, workshops, and meetings.
Develop and disseminate learning materials, such as case studies, best practices, and lessons learned.
Support the use of MEAL findings to inform programmatic decision-making and strategic planning.
Capacity Building: Provide training and technical assistance to program staff, partners and stakeholders on MEAL principles and practices.
Prepare high-quality MEAL reports for donors, management, and other stakeholders.
Contribute to the preparation of proposals by providing input on project design and MEAL components.
Initiate performance management mechanisms and track performance of the SIL department according to the PSIU administration policy
Initiate use of technology to improve MEAL including use of DHIS2, Open Data Kit etc.
Qualification, Experiences and Competencies
Master’s degree in Social Sciences, Statistics, Public Health, International Development, or a related field.
Post graduate qualification in M&E will be an added advantage
Strong quantitative and qualitative research skills.
Proficiency in statistical software (e.g., SPSS, STATA, R), qualitative analysis software and data visualization tools.
Proficiency with MS Office suite including Excel and PowerPoint
Excellent analytical, writing, and communication skills (including workshop facilitation).
Experience in designing and implementing MEAL frameworks and systems.
Knowledge of ethical standards and best practices in research and evaluation.
Ability to work effectively in a team and collaborate with diverse stakeholders.
Must possess 5-7 years of MEAL management experience in a multi – project environment.
Experience in health sector including gender and other health determinants.
Knowledge of local context and experience working with Uganda MoH.
Previous experience with USAID and other donors
Experience working with in DHIS2 as a super user
Experience with participatory approaches and community-based monitoring and evaluation.
