Uganda National Oil Company (UNOC) Limited is a limited liability company solely owned by the Government of Uganda (GOU). It was established under Section 42 of the Petroleum (Exploration, Development, and Production) Act and Section 7 of the Petroleum (Refining, Conversion, Transmission and Midstream Storage) Act, both of 2013. It was incorporated under the Companies Act of 2012 as a limited liability company on June 12th, 2015.
Job Description
Uganda National Oil Company (UNOC) Limited was established under the Petroleum (Exploration, Development and Production) Act and the Petroleum (Refining, Conversion, Transmission and Midstream storage) Act, both of 2013 and incorporated under the Companies Act, 2012. It is a limited liability company wholly owned by the Government of Uganda.
Duties and Responsibilities
Policy Development and Implementation:
Develop, implement, and maintain health and safety policies and procedures in accordance with legal requirements.
Ensure that all health and safety policies are communicated to staff and adhered to.
Risk Assessment and Management:
Conduct regular risk assessments to identify potential hazards in the workplace.
Develop and implement measures to mitigate identified risks.
Monitor the effectiveness of risk control measures and make improvements as necessary.
Training and Education:
Organize and deliver health and safety training sessions for employees and management.
Ensure that all staff are aware of safety procedures and protocols.
Provide induction training for new employees on health and safety policies.
Inspections and Audits:
Conduct regular safety inspections and audits to ensure compliance with health and safety regulations.
Identify areas of non-compliance and recommend corrective actions.
Maintain accurate records of inspections, incidents, and corrective actions taken.
Incident Investigation:
Investigate accidents, incidents, and near misses to determine root causes.
Prepare detailed reports on findings and recommend preventative measures.
Ensure that all incidents are reported and documented in accordance with company policies and legal requirements.
Compliance and Reporting:
Stay updated on relevant health and safety legislation and ensure that the organization complies with all applicable laws and regulations.
Prepare and submit required health and safety reports to regulatory authorities.
Liaise with external agencies, such as health and safety regulators and insurers.
Emergency Preparedness:
Develop and implement emergency response plans and procedures.
Conduct regular emergency drills and ensure that all employees are familiar with emergency protocols.
Coordinate with emergency services as needed during actual emergencies.
Health and Safety Promotion:
Promote a culture of safety within the organization through awareness campaigns and initiatives.
Encourage employee participation in health and safety programs.
Act as a point of contact for health and safety concerns and provide advice and support to staff.
Health Surveillance:
Implement health surveillance programs to monitor employee health and detect early signs of work-related illnesses.
Ensure that appropriate medical examinations and screenings are conducted.
Maintain confidential health records and ensure compliance with data protection regulations.
Qualification, Experiences and Competencies
Educational Background:
Bachelor’s degree in occupational health and safety, environmental health, engineering, or a related field.
Professional certifications, such as NEBOSH (National Examination Board in Occupational Safety and Health), IOSH (Institution of Occupational Safety and Health), or OSHA (Occupational Safety and Health Administration) certification, are highly desirable.
Experience:
Several years of experience in a health and safety role, preferably within the same industry.
Experience in conducting risk assessments, audits, and incident investigations.
Technical Skills:
Strong knowledge of health and safety legislation, regulations, and best practices.
Proficiency in using health and safety management systems and software.
Ability to analyze and interpret health and safety data and reports.
Communication Skills:
Excellent written and verbal communication skills.
Ability to effectively communicate health and safety information to all levels of staff.
Strong presentation skills for delivering training sessions and safety briefings.
Interpersonal Skills:
Strong interpersonal skills and the ability to build relationships and collaborate with various stakeholders.
Ability to influence and motivate employees to adhere to safety protocols.
Analytical and Problem-Solving Skills:
Strong analytical skills to identify hazards, assess risks, and determine effective control measures.
Excellent problem-solving abilities to address safety issues and implement corrective actions.
Attention to Detail:
High level of attention to detail to ensure thorough risk assessments, audits, and incident investigations.
Ability to maintain accurate and detailed records.
Organizational Skills:
Strong organizational and time management skills.
Ability to manage multiple tasks and priorities simultaneously.
Professionalism and Ethical Standards:
High standards of professionalism and integrity.
Commitment to maintaining confidentiality and protecting sensitive information.
Continuous Learning:
Commitment to continuous professional development and staying updated on the latest health and safety trends and regulations.
Participation in relevant training courses, seminars, and professional organizations.
