Job Description
Mengo Hospital is a Church of Uganda owned, Missionary founded, and Private Not-For Profit (PNFP) Hospital. It is a 300- bed hospital located at Namirembe Hill in Kampala, categorized as a General Hospital, but operationally a Referral Hospital. The Hospital exists for Christian witness in the field of healthcare, at the heart of which is a belief in God's love and the meaning of Jesus' healing ministry.
Mengo Hospital also has a Training School dedicated to being a Centre of Excellence in the Production of Competent Health Care Professionals. The Training School seeks to recruit a suitably qualified person to fill the following vacant position.
Job Summary:
Responsible for providing leadership in the achievement of Mengo Hospital goals and objectives by aligning HR strategy and individual goals with those of the institution through: Employee Recruitment, Development, Motivation, Maintenance and Exit management with the objective of adding value to the business and facilitating sound HR practices in compliance with labor laws and HR best practices.
Duties and Responsibilities
Recruitment and Staffing:
Develop and implement recruitment strategies to attract qualified candidates.
Conduct interviews, selection processes, and coordinate hiring activities.
Manage onboarding and orientation for new employees.
Training and Development:
Assess training needs and develop training programs to enhance employee skills and performance.
Organize and facilitate training sessions, workshops, and continuous education opportunities.
Monitor and evaluate the effectiveness of training programs.
Employee Relations:
Serve as a point of contact for employee concerns, grievances, and disputes.
Foster a positive work environment and culture.
Implement policies to improve workplace relations and resolve conflicts.
Compensation and Benefits:
Develop and manage compensation plans, salary structures, and benefits packages.
Conduct market research to ensure competitive pay and benefits.
Administer payroll and manage employee benefits programs.
Performance Management:
Design and implement performance appraisal systems.
Provide guidance and support to managers and employees on performance-related issues.
Develop strategies for performance improvement and employee development plans.
Compliance and Legal:
Ensure compliance with labor laws and employment regulations.
Maintain employee records and documentation.
Develop and update HR policies and procedures to ensure legal compliance.
Strategic Planning:
Contribute to the development of organizational goals and strategic planning.
Analyze HR metrics and data to inform decision-making and strategic initiatives.
Align HR practices with business objectives.
Health and Safety:
Develop and enforce health and safety policies and procedures.
Conduct workplace safety training and ensure compliance with occupational health standards.
Address workplace hazards and promote employee well-being.
Change Management:
Support organizational change initiatives, including restructuring and mergers.
Communicate change processes and manage employee transition.
Provide support and training to employees during periods of change.
HR Technology:
Implement and manage HR information systems (HRIS).
Leverage technology to streamline HR processes and improve efficiency.
Ensure data integrity and security within HR systems.
Qualification, Experiences and Competencies
A Bachelor's Degree in HR, Organizational Psychology, or any other Degree with a Postgraduate Diploma in Human Resource from a Reputable Institution.
Must Have a Master's Degree in HRM, MBA or Management.
At least 5 years as head of Human Resource Department preferably in a busy health care/ Hospital environment or Reputable Institution.
Must be a member of the Human Resource Managers' Association of Uganda.
A professing Anglican with evidence of espousal of the Church of Uganda principles and values.
Knowledge, Skills, and Abilities General and Behavioral
Strong leadership attributes with good communication, negotiation, influencing and interpersonal skills.
Strong people skills and demonstrable ability to lead and influence team dynamics.
Ability to motivate, supervise and develop others.
Problem solver with strong analytical and people management skills.
Proactive self-starter with strong organizational and time management skills.
Ability to operate at strategic level in addition to delivering at an operational level.
Technical
Expert knowledge of the Uganda labor laws and familiarity with the International Labor laws & HR Best practices.
Broad knowledge of HR Operations
Knowledge of the full MS Office suite and HR analytics skills.
Socially Adept person.
Experience in handling human resources in big organizations.
Knowledge and experience in hospital/healthcare operations and strategy will be an added advantage.
Clear and effective communication skills.
Must be a person of unquestionable integrity, professionalism, and personal discipline.
