Job Description
The Human Resource Officer is responsible for operationalization of the organization’s HR policies, best practices and systems to ensure achievement of the organization’s strategic objectives while delivering value added services to management and employees in designated districts.
Duties and Responsibilities
Participate in the development and implementation of the organization’s Human strategies, systems, and tools.
Appraise Management on any emergent HR policy gaps and to promptly provide related advice on how to close those gaps.
Coordinate all the organization recruitment processes and procedures in line with Company policies and procedures.
Coordinate and carry out employee induction and on-boarding programs to inculcate them into the organization culture and orient them into their roles and the environment.
Track staff probation, while working with staff supervisors to set clear probation targets to ensure the conduct of probation appraisals while ensuring all induction and orientation tasks are fully and timely attended to.
Contribute to the development of staff development plans while annually working jointly working with staff and their supervisors, to clearly identify capacity gaps for staff training. These should be collected, consolidated and then shared with the HoFA and the Executive Director during the annual planning and budgeting sessions for consideration.
Consolidate and track all approved staff training plans and coordinate their successful implementation.
Contribute to staff retention proposals by providing advice to the senior management team on a six-month basis clearly outlining motivational avenues for staff and related challenges.
Implement staff welfare initiatives across the organization units including leave management, staff functions, the staff medical insurance scheme and bereavement.
Maintain and ensure secure custody of the Human Resource Information System ensuring it is kept up-to-date for all the manual and electronic staff records files while also ensuring controlled access to only authorized staff.
Preparation and management of the monthly staff salaries payroll salaries and timely submit the same for finance reviews to ensure that they are accurate before payment.
Manage staff conflicts/grievances in every mature manner without favor or fear and in line with the Human Resource Policy guidelines
Prepare draft monthly, quarterly, bi-annual and annual Human Resource reports and timely submit them to your supervisor.
Supervise and coordinate all outsourced HR related services including HR-related insurances and catering services; and prepare related quarterly contract management reports.
Design and propose corporate teambuilding engagements to enhance staff motivation and enhance relationships.
Develop and proactively manage staff annual and other leave ensuring proper tracking of leave balances and related approvals from staff supervisors.
Supervise, appraise and develop all the administrative support staff in the department.
Perform any other duties that may be assigned from time to time by your supervisor.
Qualification, Experiences and Competencies
The applicant for the Human Resource Officer job must hold a Degree in Human Resource Management, Social Sciences, Business Management, Organizational Development, Organizational Psychology or other related disciplines.
Minimum of five (5) years of relevant working experience in a reputable organization most preferably in NGO’s.
Strong Knowledge & applicability of Ugandan labor laws and legal requirements
Strong decision making, organization and planning skills with the ability to prioritize tasks and work with minimal supervision.
Excellent oral and written communication skills.
Excellent interpersonal, negotiation and teambuilding skills.
Excellent computer, analytical and report writing skills.
Added Advantage:
Professional membership to a Human Resource Management body is an added advantage.
Post graduate qualification in Human Resource Management is added advantage.
