Job Description

Uganda Electricity Transmission Company Limited (UETCL) is a public Limited Company, owned by the Government of Uganda. UETCL holds the following operational licences; System Operator, Operation of the High Voltage Transmission Grid, Bulk Power Supply, Import and Export of Power and; Public Infrastructure Provider (for ownership and operation of the Optic Fibre).

Duties and Responsibilities

Recruitment and Staffing:

  • Develop and implement recruitment strategies to attract qualified candidates.

  • Conduct interviews, coordinate hiring processes, and onboard new employees.

  • Maintain job descriptions and specifications for all roles within the organization.


Employee Relations:

  • Act as a point of contact for employee concerns and resolve workplace issues.

  • Foster a positive work environment and promote employee engagement.

  • Conduct exit interviews and analyze turnover trends.


Performance Management:

  • Implement and manage performance appraisal systems.

  • Support managers in setting performance goals and providing feedback.

  • Identify training and development needs and organize relevant programs.


Compensation and Benefits:

  • Administer payroll, benefits, and compensation programs.

  • Conduct salary reviews and ensure competitive compensation packages.

  • Manage employee benefits programs and address related queries.


Compliance and Legal:

  • Ensure compliance with labor laws and regulations.

  • Maintain accurate and up-to-date employee records.

  • Develop and implement HR policies and procedures.


Training and Development:

  • Identify skill gaps and organize training programs to address them.

  • Coordinate professional development and career growth initiatives.

  • Evaluate the effectiveness of training programs.


Health and Safety:

  • Ensure workplace health and safety standards are met.

  • Conduct risk assessments and implement safety policies.

  • Manage employee wellness programs.


HR Administration:

  • Maintain HR databases and ensure data accuracy.

  • Prepare HR reports and analytics for management.

  • Handle HR-related inquiries and provide administrative support.

Qualification, Experiences and Competencies

Educational Background:

  • A bachelor’s degree in human resource management, business administration, psychology, or a related field. A master’s degree or HR-specific certifications can be advantageous.


Experience:

  • Proven experience in an HR role, preferably within a similar industry.

  • Experience in recruitment, employee relations, and performance management is beneficial.


Skills and Competencies:

  • Interpersonal Skills: Strong ability to build relationships and communicate effectively with employees at all levels.

  • Problem-Solving Skills: Excellent problem-solving and conflict resolution abilities.

  • Organizational Skills: Strong organizational and time-management skills to handle multiple tasks and deadlines.

  • Confidentiality: Ability to handle sensitive information with discretion and maintain confidentiality.

  • Analytical Skills: Good analytical skills for interpreting HR data and metrics.

  • Communication Skills: Effective written and verbal communication skills.


Technical Proficiency:

  • Proficiency in HR software and Microsoft Office Suite.

  • Familiarity with payroll systems and databases.


Knowledge:

  • In-depth knowledge of labor laws and HR best practices.

  • Understanding of various HR functions and their interrelationships.


Certifications (Optional but Beneficial):

  • Professional HR certifications such as Professional in Human Resources (PHR), Senior Professional in Human Resources (SPHR), or SHRM Certified Professional (SHRM-CP).
