Q2 Impact is recruiting an experienced Learning Translation Specialist to support USAID’s MEL-SI Activity in Kampala, Uganda. The purpose of the USAID MEL-SI Activity is to provide monitoring, evaluation, learning, and strategic information support services to USAID/Uganda’s technical offices and implementing partners (IPs). The MEL-SI Activity will strengthen performance management by generating a technical evidence base to guide the Mission’s programming.
This position will directly report to the MEL/CLA Director at Q2 Impact’s Home Office, and the Learning and Adaptation Director in the field office. The successful candidate will be onboarded upon successful contract awarding to Q2 Impact, and on USAID’s approval. This position will be based in Kampala, Uganda.
Duties and Responsibilities
Collaborate with the Evaluation Research and Performance Monitoring teams to plan, prepare, deliver, and oversee training, on-the-job coaching, and other forms of capacity building for Mission staff and IPs.
Co-design and facilitate dynamic training in MEL and CLA.
Collaborate with the Evaluation Research Director and the Performance Monitoring Director and their teams to ensure the translation of learnings from the work conducted under each area and support the development of action plans for Results I and II.
Work closely with the Performance Monitoring team and Mission staff to develop knowledge products that are visually appealing and easily digestible.
Co-design and facilitate learning events for Mission, IPs, and other counterparts.
Support the development and improvement of tools and practices for deliberate learning in collaboration with Mission staff, GIS/Data Visualization Specialist, and MEL Advisors.
Assist in producing reports, such as quarterly and annual reports, training manuals, and reports arising from activities as required by USAID.
Qualification, Experiences and Competencies
Master’s degree in international development, political science, economics, or other related field.
At least five years of experience serving in a MEL role related to organizational development, knowledge management and collaborating, learning and adapting (CLA), particularly within international donor-funded projects and preferably with USAID.
Superior command of both written and verbal English.
Strong analytical, management, and interpersonal and facilitation skills.
Demonstrated capability in leading diverse teams and designing and facilitating complex capacity-building initiatives and trainings.
Strong grasp of USAID’s Evaluation Policy and CLA practices.
Experience using project management tools and software to inform allocation of tasks and responsibilities across a diverse team.
