About the Organization
Baylor College of Medicine Children’s Foundation-Uganda (Baylor – Uganda) is a child health, not – for – profit NGO committed to delivering high quality, high impact and highly ethical paediatrics and family HIV&AIDS prevention, care and treatment services, health professional training and clinical research in Uganda. It is affiliated to Baylor College of Medicine International Paediatric AIDS Initiative (BIPAI) based at Texas Children’s Hospital in Houston, Texas, USA. It emerged from a technical capacity building support and partnership between BIPAI, Mulago Hospital Paediatric Infectious Diseases clinic (PIDC) and Makerere University Department of Paediatrics and Child health in August 2003. PIDC existed since 1988 as a Mulago hospital clinic offering Paediatric HIV&AIDS services. In November 2004, PIDC was officially initiated into the BIPAI network at their annual networking meeting in Gaborone, Botswana. In 2005, BIPAI signed memoranda of understanding with Ministry of Health, Mulago Hospital and Makerere University Department of Paediatrics and child health to support the expansion of paediatric and adolescent HIV services in Uganda. It was then that Baylor College of Medicine Children’s Foundation – Uganda (Baylor – Uganda) was formed and registered as a Non-Government Organization.
Job Description
M&E Officer will be responsible for day-to-day implementation of HMIS activities at Baylor Uganda supported facilities. S/he will build the capacity of teams in M&E, ensure timely submission of quality reports and support implementation of all electronic databases.
Duties and Responsibilities
Periodically prepare and update the workplans and Performance Monitoring Plan (PMP) to track program performance in the supported health facilities and districts in relation to set targets.
Support timely and accurate submission of periodic reports (weekly, monthly, quarterly) in national and other project reporting systems.
Provide timely feedback through performance review meetings to track project performance and implementation of action plans.
Implement data quality assessment and corrective actions to improvement the quality of data collected by the program.
Build the capacity of health facilities and project teams in M&E aspects: data management, collection, analysis, reporting, and data use.
Provide technical support for operationalization of digital systems for data collection and periodic reporting including Uganda EMR, EMR POC, KP tracker, DHIS2, PIRS systems.
Support implementation of case-based surveillance programs (eCBSS, HIV recency) at supported health facilities.
Implement data security and equipment safety measures at all supported HFs in line with data protection and equipment safety guidelines.
Ensure availability of necessary HMIS data tools to all supported health facilities and provide technical support in quality data capture, documentation & management.
Support facilities to develop and maintain proper filing, storage, and retrieval systems for health records in supported health facilities.
Supervise medical records assistants and data assistants to ensure routinely M & E activity implementation at all supported facilities.
Qualification, Experiences and Competencies
Bachelor’s degree in statistics, demography, qualitative economics or any other related discipline.
At least 3 years’ experience in using HMIS system, Reporting systems and patient level databases including DHIS2, PIRS, UGANDA EMR, KP TRACKER
