Job Description
The Uganda Communications Commission (UCC) is a statutory body established under the Communications Act 2013 to regulate the Telecommunications, Data communications, Broadcasting, Postal and Radio communications and Infrastructure. To achieve this mandate, UCC seeks to recruit individuals with proven skills and competencies to fill the vacant positions below to assist the Commission implement its mandate.
Job Purpose:
To spearhead the procurement operations within the Uganda Communications Commission (UCC), championing best practices and ensuring optimal value for money in the acquisition of goods, works, and services. This role is Instrumental in steering the procurement processes towards efficiency, compliance, and strategic alignment with the Commission's objectives.
Duties and Responsibilities
Collate user department procurement plans and undertake the preparation of the annual procurement plan, guiding and monitoring procurement and disposal cycle process activities to expedite processes.
Coordinate the entire procurement cycle, from planning through to disposal, ensuring processes are efficient, compliant with PPDA guidelines, and aligned with the Commission's goals for value for money.
Support and coordinate the efforts of user departments and contract managers for efficient contract management, including reviewing procurement files for quality assurance.
Facilitate periodic reporting to management & other stakeholders on procurement activities and identify tools and technologies for process improvement in liaison with IT.
Embed the principle of value for money across all procurement activities, ensuring decisions are made with a focus on achieving the best balance of quality, cost, and sustainability.
Identify procurement training needs for the procurement team and follow up to minimize identified procurement risks and rectify issues identified by previous audits.
Follow up on identified procurement risks from audits and ensure that identified procurement risks are minimized and rectified to ensure efficient procurement.
Manage the performance and development of subordinate staff in line with the Commission Human Resources Policy and Procedures Manual.
Maintain flexibility to accommodate any other duties that may be assigned by the supervisor from time to time.
Qualification, Experiences and Competencies
Key Performance Indicators
Compliance with all UCC's procurements to the PPDA guidelines and procedures.
Timely and accurate approved annual procurement master plan.
Timely and accurate board papers and bid process.
Timely and efficient sourcing of supplies, services and works.
Overall cost reduction and efficiency improvement strategies
Reduction of lead times and improvement in overall efficiency.
Identification and mitigation of risks in the procurement process.
Efficient management of contracts throughout their lifecycle.
Optimization and improvement of the disposal process for assets.
Education and Professional Qualifications
Master's degree in business studies, Procurement, Supply Chain Management or related field.
Bachelor's degree in Procurement, Supply Chain Management or related field.
Membership in a relevant professional body.
Working Experience
Minimum of six (6) years experience in a regulatory environment, with two (2) in a managerial position under a similar corporate setting.
