Job Description

The MEAL Manager-Africa is a member of the cross-continental Strategy and Program Impact team while also serving as a member of the Africa Senior Management Team (ASMT). He/she is directly responsible for strengthening the Organization’s MEAL framework and systems to ensure program effectiveness, efficiency, relevance, sustainability, and impact. The MEAL Manager will Lead, Manage, and Account (LMA) for the Africa MEAL team, guide strategy development, oversee strategic communication and collaborations, support Research & Development (R&D) initiatives as well as steward 4africa’s knowledge management system and repositories.

Duties and Responsibilities

Lead, Manage and Accountability (LMA)

  • Ensure right person, right seat across the team.

  • Guide team priorities and workflow.

  • Conduct training need assessments and recommend necessary capacity building/training.

  • Develop and manage the performance of annual MEAL budgets and procurement plans.

  • Ensure compliance to 4africa’s financial policies, systems, and procedures.


Program Strategy Development and delivery in MEAL

  • Contribute to the development of 4africa’s global strategic plan and ensure alignment with the Vision, Traction and Organizer (VTO).

  • Review, refine and update the Theory of Change (ToC), Monitoring and Evaluation (M&E) Frameworks and other program strategy documents.


Monitoring & Evaluation

  • Develop, implement, and review a robust Monitoring and Evaluation plan that includes quantitative and qualitative collection methods.

  • Support the development, review, consolidation, and dissemination of the theory of change, log frames, M&E plans, and implementation matrices.

  • Conduct periodic program evaluations including baseline, mid-term, and end line.

  • Ensure effective and efficient data management, through but not limited to carrying out data collection, storage, analysis, and dissemination through an elaborate digital M&E system (Salesforce).

  • Manage data through analysis and promote learning, and to inform decision making.

  • Conduct periodic field monitoring and capacity building visits.


Research, Learning, and Development

  • Oversee analysis, dissemination, and application of M&E data.

  • Build system(s) and coach on approaches (eg. Most Significant Change (MSC), Human-Centered Design System (HCDS), Randomized Control Trials (RCTs), etc.).

  • Screen program ideas to deliver what can be implemented at scale.

  • Benchmark like-minded organizations for partnership opportunities and learnings.


Strategic Communication and Collaboration

  • Collect and share media content including impact stories, photos, and videos to compliment qualitative research & reporting.

  • Represent LEAD 4africa in national and international fora.

  • Support 4africa’s fundraising and resource mobilization endeavors.

  • Coordinate any donor trips and hosting of such guests in collaboration with program teams.

Qualification, Experiences and Competencies

  • A university degree in Economics, Social Sciences, Development Studies, Population Studies, Demography, Public Health, or any other related field.

  • A Post Graduate Diploma in M&E or Project Planning and Management.

  • At least 5 years’ experience in the M&E and International Development sector.


Competencies, Skills and Abilities

  • Demonstrated experience with Digital Data Management Systems (Salesforce experience a plus).

  • Demonstrated experience and expert understanding of M&E methodologies and frameworks.

  • Knowledge in Theory of Change, Human-Centered Design, and Most Significant Change approaches.

  • Strong data analysis skills.

  • Experience using data visualization tools (ie, PowerBI or similar) preferred.

  • Demonstrated report writing skills.

  • Proficiency in computer skills, including MacOS and Microsoft Office.

  • Strong communication and language skills.

  • Strong critical thinking and problem-solving skills.

  • Strong multicultural engagement abilities.

  • Adaptability to new and difficult environments.

  • Ability to work under pressure and produce results.

  • Riding (motor bike) and/or driving skills.

  • Willingness to travel to operational areas of L4A on fieldwork.
