About the Organization
The Microfinance Support Centre Uganda Limited (MSC) is a government-owned institution that provides affordable credit and business development services to its target clientele. MSC was established in 2001 with the mandate to extend micro-credit funds to Ugandans who are engaged in agriculture and other income-generating activities, especially the economically active poor.
MSC also offers capacity building and technical assistance to its clients, such as cooperatives, SACCOs, and groups, to help them manage their businesses effectively and sustainably. MSC has various products and services, such as agricultural loans, asset finance loans, micro-lease, group loans, and micro-grants.
MSC also manages government and partner development funds, such as the Presidential Initiative on Wealth and Job Creation (Emyooga), which aims to transform the livelihoods of Ugandans through supporting specialized enterprise categories. MSC's vision is to be the development microfinance institution transforming livelihoods of the economically active poor for attaining sustainable development.
Job Description
The Microfinance Support Centre Limited (MSC) was incorporated in 2001 as a company limited by guarantee, as part of GOU's effort to promote access to affordable financial services for increased employment and wealth. The company offers affordable finance through its network of 13 regional offices spread throughout the country as well as through its networks of over 160 Agency SACCOs. It gives priority financing to enterprises in the agricultural value chain namely: production, value addition and marketing. Besides credit, MSC provides capacity building to its clients including SACCOS, Groups and Cooperative Unions to enable them enhance their sustainably.
Following the process of corporate renewal that the Company is undertaking, MSC seeks to recruit suitably qualified and highly skilled persons with integrity, energy and a strong passion to create wealth and have a real impact on the lives of active poor Ugandans. MSC, therefore, wishes to fill the following vacant position(s) in its establishment.
Duties and Responsibilities
Design and Implementation of M&E Systems
Developing M&E frameworks: Creating comprehensive M&E plans and systems for tracking and evaluating program performance and outcomes.
Implementing M&E tools: Deploying data collection tools, methodologies, and technologies to gather relevant data.
Data Management and Analysis
Data collection: Overseeing the collection of data from various sources, ensuring accuracy and completeness.
Data analysis: Analyzing data to generate insights and identify trends, patterns, and areas for improvement.
Data visualization: Creating dashboards, reports, and visual representations of data to communicate findings effectively.
Reporting and Documentation
Preparing reports: Producing regular reports on program performance, outcomes, and impact for stakeholders, donors, and management.
Documenting processes: Keeping detailed records of M&E processes, methodologies, and findings.
Capacity Building and Training
Training staff: Providing training and support to staff and partners on M&E concepts, tools, and practices.
Capacity building: Enhancing the M&E capacity of the organization through workshops, seminars, and continuous learning opportunities.
Stakeholder Engagement
Liaising with stakeholders: Communicating with stakeholders, including donors, partners, and beneficiaries, to ensure alignment with M&E requirements and expectations.
Presenting findings: Sharing M&E findings with internal and external audiences to inform decision-making and strategic planning.
Quality Assurance and Compliance
Ensuring quality: Monitoring the quality of data collection, analysis, and reporting processes to maintain high standards.
Compliance: Ensuring adherence to relevant policies, standards, and regulations in M&E activities.
Strategic Planning and Improvement
Strategic input: Contributing to the strategic planning process by providing M&E insights and recommendations.
Continuous improvement: Identifying opportunities for improving M&E systems and practices to enhance program effectiveness.
Qualification, Experiences and Competencies
Education and Experience
Educational background: Typically requires a Master's degree in a relevant field such as Social Sciences, Public Health, Development Studies, Statistics, or a related discipline.
Experience: Significant experience in M&E roles, usually 5-10 years, with progressively increasing responsibilities. Experience in managing M&E for large-scale programs or projects is often preferred.
Technical Skills
M&E methodologies: Proficiency in various M&E methodologies, frameworks, and best practices.
Data analysis tools: Experience with data analysis software such as SPSS, STATA, R, or similar tools.
Data visualization: Skills in creating visual data representations using tools like Excel, Tableau, or Power BI.
Analytical and Communication Skills
Analytical skills: Strong ability to analyze complex data sets and draw meaningful conclusions.
Communication skills: Excellent written and verbal communication skills for preparing reports, presentations, and training materials.
Interpersonal skills: Strong ability to work collaboratively with diverse teams and stakeholders.
Project Management Skills
Project management: Experience in managing M&E projects, including planning, execution, and evaluation.
Time management: Ability to manage multiple tasks and meet deadlines effectively.
Personal Attributes
Attention to detail: High level of accuracy and attention to detail in data handling and reporting.
Problem-solving skills: Ability to identify problems and develop practical solutions.
Leadership: Strong leadership and team management skills.
