Job Description
This position will report directly to the MEL/CLA Director at Q2 Impact’s Home Office, and the Learning and Adaptation Director in the field office. The successful candidate will be onboarded upon successful contract awarding to Q2 Impact, and on USAID’s approval. This position will be based in Kampala, Uganda.
Duties and Responsibilities
Review existing monitoring systems to ensure that they effectively track project activities, outputs, and outcomes, aligning with USAID guidelines.
Develop effective, inclusive, and cost-effective MEL tools and processes for USAID/Uganda and implementing partners (IPs).
Coordinate collection of primary performance data for select outcome indicators.
Lead the development and regular update of performance indicators, ensuring they are measurable, precise, and capable of providing the needed data to guide decision-making and reporting.
Conduct evaluations, analyses, and assessments to inform program adaptations and enhancements, facilitating improved operational efficiency and effectiveness.
Work closely with stakeholders and project teams to ensure compliance with USAID evaluation policy and guidance, incorporating best practices in monitoring and evaluation (M&E) into project activities.
Facilitate training sessions for project staff and new IPs on M&E topics to build capacity in performance measurement and management.
Generate high-quality reports that translate complex data into actionable insights for various audiences, including project staff, donors, and partners.
Collaborate with information technology specialists to develop and maintain M&E databases and data visualization tools.
Qualification, Experiences and Competencies
Master’s degree in economics, international relations, political science, or a related field.
At least 8 years of relevant experience in international development and M&E, preferably with USAID.
Proven experience in designing and managing M&E systems, including developing indicators, conducting evaluations/assessments, and reporting.
Strong quantitative and qualitative analytical skills, with the ability to distill complex information into clear, actionable insights.
Advanced proficiency in statistical software (e.g., SPSS, Stata) and data visualization tools (e.g., Tableau, PowerBI).
Exceptional communication and presentation skills, capable of engaging with a wide range of stakeholders.
Superior written and verbal English skills is required.

Willingness to travel within Uganda as required for project monitoring, data collection, and stakeholder engagement activities.
