Job Description
The PEAL Manager - Planning and Expansion is a key driver of strategic leadership within the Planning team, essential for the organization's growth trajectory. With a primary focus on program expansion both within and beyond Uganda, they spearhead initiatives to reach new regions, districts, and operational areas. Their role crucially aligns expansion plans with the inclusive strategic vision of the organization, ensuring coherence and effectiveness in our growth efforts. We are seeking an individual with extensive experience in cross-departmental collaboration and organizational planning, capable of seamlessly interfacing with departmental leaders.
Reporting directly to the Head of PEAL (HoP), this role offers an exciting opportunity to shape and execute strategic expansion initiatives that will drive our mission forward and amplify our impact on communities..
Duties and Responsibilities
Strategic Planning:
Collaborate closely with the Head of PEAL to align expansion strategies with overarching organizational goals.
Conduct thorough organizational capacity assessments to determine readiness for program scaling.
Manage project budgets effectively to optimize resource allocation and maximize impact.
Organizational Expansion:
Develop and implement expansion frameworks for new regions, districts, and countries, outlining strategic approaches and key milestones.
Cultivate strong relationships with stakeholders to advance expansion plans and facilitate program replication.
Provide support for expansion efforts in Sub-Saharan Africa, ensuring successful program establishment in new countries.
Monitoring & Evaluation:
Drive the development of assessment tools and measurement techniques to track progress and inform decision-making.
Identify and implement innovative monitoring and evaluation practices to enhance program effectiveness and efficiency.
Refine expansion strategies based on data insights and field feedback to continually improve outcomes.
Team Leadership:
Provide technical leadership to the planning and expansion teams, guiding them towards achieving strategic objectives.
Oversee performance management processes, including setting expectations, providing feedback, and identifying training needs.
Collaborate with the Head of PEAL to develop strategic plans for the department, aligning with the organization's mission and vision.
Other Responsibilities:
Foster a culture of learning, sharing, and continuous improvement to enhance organizational efficiency.
Undertake additional duties as required by the line manager.
Qualification, Experiences and Competencies
University degree in Development Economics, Social Sciences & Statistics; Master’s in Business Administration preferred.
Minimum of 7+ years of proven Monitoring & Evaluation experience in the development sector, with at least 5 years in a leadership position.
Requirements:
Extensive experience in monitoring and evaluation, preferably in a livelihood context and multi-country or consortium projects.
Proficiency in data management tools (Excel/Google Sheets, Google Drive, etc.).
Fluency in English.
Strong knowledge of project cycle management, program frameworks, and Theories of Change interpretation.
Demonstrated technical skills in results-based monitoring, data quality assurance, and staff capacity building.
Excellent organizational and communication skills, with the ability to collaborate effectively with diverse teams in international settings.
Flexibility, adaptability, and initiative-taking ability, particularly under pressure.
