Job Description
Makerere University Walter Reed Project (MUWRP) is a non-profit biomedical research organization, whose mission is to mitigate disease threats through quality research, health care and disease surveillance. MUWRP was established in 2002 by a Memorandum of Agreement between The Henry M. Jackson Foundation for the Advancement of Military Medicine, Inc. (HJF) and Makerere University (Mak) undertake medical research to test HIV vaccines. Over the years, MUWRP's portfolio has progressively expanded to include vaccine research for Ebola and Marburg viruses, Emerging Infectious Diseases Program (EIDP) for surveillance of influenza and influenza-like viruses and other emerging infections in humans and animals; also, a PEPFAR funded program in HIV treatment, care and prevention in the districts of Kayunga, Mukono, Buvuma, Buikwe, Luwero, Nakasongola. Additionally. MUWRP seeks to fill the following position.
Contract Tenure: 1 year with a possibility of extension subject to the needs of the Organization
Duties and Responsibilities
Monitoring and Evaluation Framework Development
Design: Developing M&E frameworks and plans specific to care and treatment programs, including defining indicators, targets, and data collection methodologies.
Tool Development: Designing data collection tools and systems to capture relevant information on care and treatment outcomes.
Integration: Integrating M&E activities into the overall program implementation plan to ensure alignment with program goals and objectives.
Data Collection and Analysis
Data Collection: Overseeing the collection of quantitative and qualitative data related to care and treatment services, ensuring accuracy and timeliness.
Data Management: Managing databases and information systems to store, organize, and analyze program data effectively.
Analysis: Analyzing M&E data to assess program performance, identify trends, and generate evidence-based recommendations for program improvement.
Reporting and Documentation
Reporting: Preparing regular progress reports, M&E reports, and presentations for program managers, donors, and stakeholders.
Documentation: Maintaining comprehensive documentation of M&E processes, findings, and recommendations for accountability and learning purposes.
Dissemination: Facilitating the dissemination of M&E findings to relevant stakeholders to inform decision-making and programmatic adjustments.
Quality Assurance and Capacity Building
Quality Assurance: Conducting quality assurance activities to ensure data integrity, validity, and reliability of M&E findings.
Capacity Building: Providing training and technical assistance to program staff and partners on M&E methodologies, data collection techniques, and reporting standards.
Support: Providing ongoing support and guidance to ensure program teams understand and effectively implement M&E requirements.
Collaboration and Stakeholder Engagement
Collaboration: Collaborating closely with program managers, healthcare providers, and other stakeholders to coordinate M&E activities and align strategies.
Feedback Mechanisms: Establishing feedback mechanisms to capture input from stakeholders and beneficiaries on care and treatment services.
Partnerships: Building and maintaining partnerships with external organizations, research institutions, and government agencies to leverage resources and expertise.
Qualification, Experiences and Competencies
Educational Requirements
Bachelor’s or Master’s Degree: A bachelor’s degree in public health, epidemiology, statistics, social sciences, or a related field is typically required.
A master’s degree may be preferred, especially for senior positions.
Professional Experience
Experience: At least 3-5 years of experience in monitoring and evaluation, preferably in healthcare programs related to care and treatment services.
Healthcare Background: Experience working in health systems, healthcare delivery, or programs focused on chronic disease management.
M&E Experience: Demonstrated experience in designing M&E frameworks, conducting data analysis, and preparing reports.
Skills and Competencies
Analytical Skills: Strong analytical and problem-solving skills to interpret complex data sets and generate actionable insights.
Technical Skills: Proficiency in statistical software (e.g., SPSS, STATA), data visualization tools, and Microsoft Excel for data analysis and reporting.
Communication Skills: Excellent written and verbal communication skills for preparing reports, presenting findings, and facilitating trainings.
Project Management: Ability to manage multiple tasks and deadlines effectively, with strong attention to detail and accuracy.
