Duties and Responsibilities
Monitoring
Data Collection: Develop and implement data collection tools and methodologies to monitor project activities and outputs.
Progress Tracking: Regularly track and report on project progress against established indicators and milestones.
Field Visits: Conduct field visits to project sites to verify data accuracy, observe project activities, and engage with stakeholders.
Evaluation
Evaluation Design: Design and conduct evaluations, including baseline, midline, and endline surveys, to assess project impact and effectiveness.
Data Analysis: Analyze quantitative and qualitative data to measure project outcomes and impacts.
Reporting: Prepare detailed evaluation reports, including findings, conclusions, and recommendations for improvement.
Accountability
Feedback Mechanisms: Establish and manage feedback and complaint mechanisms to ensure stakeholder voices are heard and addressed.
Transparency: Ensure transparency and accountability in project implementation through regular communication with stakeholders and beneficiaries.
Compliance: Ensure that project activities comply with donor requirements, organizational policies, and relevant regulations.
Learning
Knowledge Sharing: Facilitate knowledge sharing and learning sessions to disseminate evaluation findings and best practices.
Capacity Building: Train project staff and partners on MEAL concepts, tools, and best practices.
Continuous Improvement: Promote a culture of continuous learning and improvement by incorporating lessons learned into project planning and implementation.
Qualification, Experiences and Competencies
Educational Qualifications
Bachelor’s Degree: A minimum of a bachelor’s degree in a relevant field such as Monitoring and Evaluation, International Development, Statistics, Social Sciences, or a related discipline.
Advanced Degree (Preferred): A master’s degree or higher in a related field can be advantageous.
Professional Experience
Relevant Experience: At least 3-5 years of professional experience in MEAL roles, preferably within the development or humanitarian sector.
Project Management: Experience in managing MEAL components of projects, including data collection, analysis, and reporting.
Sector Experience: Experience in specific sectors relevant to the organization's work, such as health, education, livelihoods, or emergency response.
Technical Skills and Competencies
Data Analysis: Proficiency in data analysis software such as SPSS, STATA, or R, and familiarity with qualitative data analysis tools.
MEAL Methodologies: Strong understanding of MEAL methodologies, including logical frameworks, theory of change, and results-based management.
Tool Development: Ability to develop and refine data collection tools, including surveys, questionnaires, and interview guides.
Soft Skills and Personal Attributes
Communication Skills: Excellent written and verbal communication skills, with the ability to present complex information clearly and effectively.
Analytical Skills: Strong analytical and critical thinking skills, with the ability to interpret and synthesize data.
Interpersonal Skills: Ability to build and maintain relationships with a diverse range of stakeholders, including project staff, beneficiaries, and partners.
Attention to Detail: High level of attention to detail and accuracy in data collection and reporting.
Adaptability: Ability to adapt to changing project needs and work in a dynamic environment.
