Job Description
The Sr. MEAL Officer-Africa is a key member of this global team and will be directly responsible for creating and improving the organization’s MEAL framework and systems to ensure program effectiveness, efficiency, relevance, sustainability, and impact. Working closely with the program teams, this person will be responsible and accountable to accurate and complete program data, serving as the knowledge expert for key indicators and outcomes across the organization.
Duties and Responsibilities
Monitoring and Evaluation (M&E)
Develop, implement, and review a robust Monitoring and Evaluation plan that includes quantitative and qualitative collection methods.
Support the development, review, consolidation, and dissemination of the theory of change, log frames, M&E plans, and implementation matrices.
Conduct periodic program evaluations including baseline, mid-term, and end line.
Ensure all program activities have clearly defined indicators, outputs, and desired outcomes.
Conduct periodic field monitoring and capacity building visits.
Create and facilitate stakeholder surveys to measure impact.
Accountability and Data
Lead, manage, and hold accountable (LMA) data specialist to ensure program data is properly collected, reviewed, and accurate.
Ensure effective and efficient data management, through but not limited to carrying out data collection, storage, analysis, and dissemination through an elaborate digital M&E system (Salesforce)
Create and review program dashboards and Salesforce reports for data analysis.
Collate, review, and distribute monthly program reports.
Learning and Research
Regularly consult and advise program teams, using data to make informed decisions for program enhancements and improvements.
Benchmark like-minded organizations, when needed, for partnership opportunities and learnings.
Screen program ideas to deliver what can be implemented at scale.
Build system(s) and coach on approaches for data collection and program design (eg. Most Significant Change, Human-Centered Design, Randomized Control Trials, etc.)
Communication and Collaboration
Serve as the bridge between Leadership Development program teams, Strategy and Program Impact, and Development teams through frequent communication and collaboration.
Assist fundraising team with grants and proposals, when needed.
Collaborate with VP, Strategy and Program Impact to ensure M&E tools and methods are aligned with organizational strategy.
Work closely with Communications and Technology Manager on impact story collection to complement qualitative research and reporting.
Qualification, Experiences and Competencies
Demonstrated experience and deep understanding of M&E methodologies and frameworks.
Knowledge in Theory of Change, Human-Centered Design, and Most Significant Change approaches.
Strong data analysis skills. Experience using data visualization tools (ie, PowerBI or similar) preferred.
Demonstrated experience digital data management systems (Salesforce experience a plus).
Demonstrated report writing skills.
Excellent critical thinking and problem-solving skills, with the ability to identify, discuss & solve complex issues/situations.
Proven emotional & social intelligence to work in a cross-cultural environment.
Excellent interpersonal skills and communication skills with the ability to collaborate and build relationships with stakeholders at all levels.
Willingness to travel to operational areas of LEAD 4africa (Nimule, South Sudan and Gulu, Uganda) on fieldwork.
Qualifications and Experience:
Minimum 3 years’ experience in monitoring and evaluation or data analytics (international development sector a plus)
A university degree in Economics, Social Sciences, Development Studies, ICT, Data Science, Business Administration, or any other related field.
Graduate certificate in M&E or Project Planning and Management, preferred.
