Job Description
Uganda Electricity Transmission Company Limited (UETCL) is a public Limited Company, wholly owned by the Government of Uganda, and holds the following operational licenses: System Operator, Operation of the High Voltage Transmission Grid, Bulk Power Supply, Import and Export of Power and Public Infrastructure Provider (for ownership and operation of the Optic Fibre).

Duties and Responsibilities
System Design and Implementation
Design and develop communication systems and networks, including wired, wireless, and satellite communications.
Create detailed technical specifications and engineering plans.
Implement and integrate communication solutions, ensuring they meet performance and reliability standards.
Network Management
Monitor and manage communication networks to ensure optimal performance.
Perform regular maintenance and updates to communication systems.
Troubleshoot and resolve network issues, minimizing downtime and service disruptions.
Technical Support and Troubleshooting
Provide technical support for communication systems, addressing hardware and software issues.
Conduct root cause analysis to identify and resolve persistent problems.
Develop and implement solutions to improve system performance and reliability.
Project Management
Lead communication engineering projects from conception to completion.
Coordinate with cross-functional teams, including IT, operations, and vendors.
Ensure projects are completed on time, within scope, and within budget.
Compliance and Security
Ensure communication systems comply with relevant regulations and standards (e.g., FCC, ITU).
Implement security measures to protect communication networks from unauthorized access and cyber threats.
Conduct regular security audits and risk assessments.
Documentation and Reporting
Maintain comprehensive documentation of communication systems, including design specifications, configurations, and troubleshooting procedures.
Prepare technical reports and presentations for management and stakeholders.
Document system changes and updates to maintain an accurate record of the communication infrastructure.
Research and Development
Stay updated with the latest advancements in communication technology and industry trends.
Conduct research to evaluate new technologies and their potential impact on existing systems.
Recommend and implement new technologies to enhance communication infrastructure.
Training and Mentorship
Provide training and guidance to junior engineers and technical staff.
Share knowledge and best practices with the team to enhance overall expertise and performance.
Foster a collaborative and innovative engineering environment.
Qualification, Experiences and Competencies
Educational Background
Bachelor’s degree in Electrical Engineering, Telecommunications, Computer Science, or a related field.
Advanced degrees (e.g., Master's or PhD) are often preferred.
Certifications
Relevant certifications such as Cisco Certified Network Professional (CCNP), Certified Information Systems Security Professional (CISSP), or Project Management Professional (PMP) are advantageous.
Experience
Several years of experience in communication engineering or a related field.
Proven track record of designing, implementing, and managing complex communication systems.
Experience in leading projects and managing cross-functional teams.
Technical Skills
Proficiency in communication technologies and protocols (e.g., TCP/IP, VoIP, MPLS, LTE, 5G).
Strong understanding of network architecture, wireless communication, and signal processing.
Experience with network management tools and software (e.g., Wireshark, SolarWinds, Nagios).
Analytical and Problem-Solving Skills
Excellent analytical skills to diagnose and resolve complex technical issues.
Strong problem-solving abilities to develop innovative solutions for communication challenges.
Attention to detail and accuracy in system design and troubleshooting.
Communication and Interpersonal Skills
Excellent written and verbal communication skills for preparing technical documents and reports.
Strong interpersonal skills to collaborate effectively with team members, stakeholders, and vendors.
Ability to explain technical concepts to non-technical stakeholders clearly.
Project Management Skills
Strong organizational and project management skills to manage multiple projects simultaneously.
Ability to develop and execute project plans, monitor progress, and meet deadlines.
Experience in budgeting, resource allocation, and risk management.
Adaptability and Flexibility
Ability to adapt to changing technologies and business requirements.
Flexibility to work in a fast-paced environment and manage competing priorities.
Willingness to continuously learn and update skills to keep up with technological advancements.

Entry-Level Roles: Starting positions might include Communication Engineer, Network Engineer, or Telecommunications Engineer.
