About the Organization
CNOOC International is one of the largest oil and gas companies in Uganda's energy sector and owns one-third interests in each of Exploration Areas (EA) EA1/1A, EA2 and Kingfisher. Our partners are Total E&P Uganda (33.3%) and Tullow Oil (33.3%). CNOOC International operates the Kingfisher production license.
These blocks, located in the Lake Albert Rift Basin, are in one of the most promising basins for oil and gas resources in Africa.
In 2016, development and production licenses for eight oil fields in the EA 1 and EA 2 blocks were issued by the government. In 2017, the front-end engineering design (FEED) of the blocks was initiated and the intergovernmental agreement for an oil pipeline was signed and the FEED was completed.
CNOOC International also completed the FEED for ground construction and drilling on block EA 3A in 2017.

Job Description
Responsible for operational safety management of the Drilling and Completions activities.
Duties and Responsibilities
Supervise and audit Contractors and 3rd Party vendors to ensure compliance with CNOOC Uganda Limited safety management systems and other industrial standards
Implement HSE inspection and track all findings which will allow continuous improvement during hazard identification and rectification.
Monitor and ensure the safety management of all contractors during the drilling and completion workover operations, rig movements, drilling waste transportation and treatment to ensure compliance with all CNOOC Uganda Limited HSE regulations and relevant laws in Uganda.
Conduct daily well site inspections to identify unsafe behaviors and conditions, fill in STOP cards and follow up on implementation.
Provide orientation, safety training, share safety alerts with contractor to ensure they comply and understand management systems and learn lessons from accidents.
Organize and participate in HSE drilla and track non-compliance to continuously improve emergency response capabilities.
Participate in the safety meeting before the contractor's high-risk operations (operations that require the permit to work), and ensure that the risk analysis is sufficient and has been implemented.
Conduct safety Incident/Accident investigations through Root Cause Analysis and report to the superintendent.
Perform other duties assigned by Supervisor.
Qualification, Experiences and Competencies
Bachelor's degree in Oil and Gas Engineering. Environmental Management, Occupational Safety management or the related.
NEBOSH Certification is an added advantage.
At least 4 years of working experience in a similar role, preferably in the Oil and Gas Industry.
Knowledge:
Extensive knowledge of HSE systems.
Extensive knowledge of QHSE & Oil and Gas related laws and regulations of Uganda
Extensive knowledge of the process and technology of HSE management.
