The Ministry of Energy and Mineral Development, also Ministry of Energy, Oil and Mineral Development is one of the governmental bodies of Uganda. The ministry has the function of developing and implementing policies related to electricity, minerals, petroleum and petroleum products.
Job Description
The Senior Internal Auditor will be based at the head office of the Ministry of Energy and Mineral Development, Kampala, Uganda, with occasional travel to project implementation areas/ sites for monitoring or as and when the need arises. Reports to: Assistant Commissioner, Internal Audit
Duties and Responsibilities
Audit Planning and Execution:
Develop and implement comprehensive internal audit plans and programs.
Conduct audits of financial, operational, and compliance processes.
Identify risks, evaluate internal controls, and ensure compliance with laws and regulations.
Design and perform audit tests to assess the effectiveness of internal controls.
Risk Management:
Assess and identify key risks within the organization.
Provide recommendations for risk mitigation and control improvements.
Monitor the implementation of risk management strategies and internal controls.
Reporting and Documentation:
Prepare detailed audit reports with findings, conclusions, and recommendations.
Present audit results to senior management and the audit committee.
Maintain comprehensive and organized audit documentation.
Advisory Services:
Advise management on best practices for internal controls, risk management, and governance.
Provide insights and recommendations for process improvements and efficiency gains.
Stay updated on industry trends and regulatory changes to provide relevant advice.
Follow-Up and Monitoring:
Monitor the implementation of audit recommendations and action plans.
Conduct follow-up audits to ensure corrective actions have been taken.
Track and report on the status of audit findings and remediation efforts.
Team Leadership and Development:
Supervise and mentor junior auditors and audit staff.
Provide training and development opportunities for the audit team.
Foster a culture of continuous improvement and professional development within the team.
Qualification, Experiences and Competencies
At least 6 years of relevant work experience in Uganda's Energy Sector focusing on audit- related tasks including exposure to; engineering, Procurement, construction contracts, Grid Expansion Projects, and Last-mile connections.
Ability to gather, analyze, and evaluate engineering facts, prepare and present concise oral and written reports.
Computer knowledge that facilitates general Auditing performance.
Should be a person of high integrity and able to demonstrate objectivity and independence while conducting Audit assignments.
