Q-Sourcing Limited trading as Q-Sourcing Servtec is a manpower management solutions firm operating in the East African Region in the countries of Uganda, Kenya, Tanzania, Rwanda, and South Sudan.
On behalf of our client EACOP, we are looking for competent, skilled, and experienced Senior Medical Officer to work in Uganda.
POSITION IN THE ORGANISATION
N+1: EACOP Medical Support Manager (MSM), based in TZ
N+2: EACOP Project Director (Construction Phase) then EACOP Human Resources Director UG during Operations phase
JOB DIMENSIONS
• CAPEX Project: The East African Crude Oil Pipeline (EACOP) project is a major regional infrastructure project (Capex: 4.1 G$, OPEX:>2.5G$ over 25 years) between Uganda and Tanzania coast, opening a new value corridor between the two countries.
• The contracting strategy entails 9 main packages (EPcm, EITS, PV Farms, Thermal Insulation, Line pipes, LLIs POs, Stations, Pipeline and Terminal construction activities) to be executed through 13 different direct main contracts. An EPcm contractor will be in charge of Detailed Engineering, Procurement, Construction management support and Commissioning interfacing with all other contractors. A minimum of 25 sites are expected to be required for the construction activities
• The Senior Medical Officer is responsible for overseeing medical activities for all day-to-day operations of EACOP corporate and project in Uganda. He coordinates with all EACOP Project Contractors medical teams including doctors, nurses, technicians, and other support personnel, in cooperation with H3SE, Construction and HR departments.
• Subordinates: None direct
• Key Relationships: Company Medical Officer, Human Resources, Corporate HSE, Project HSE, EACOP management, all stakeholders (including main contractors) in the field of medical, surgery management, health and emergency preparedness related to MEDEVAC, Site doctors.
Duties and Responsibilities
In collaboration with HSE, develop and implement operational plans for emergencies including natural disasters or mass casualty events. Participates to organization of large and medium scale exercises.
Assist the MSM over the medical division operations. Adviser to MSM and HSE regarding site’s needs and medical specifications for MEDEVAC
Check and correct the Contractors protocols for medical care, including infection control procedures and sterilization techniques
Guide, accompany and coordinate the medical teams of the EACOP Project Contractors to set up their medical facilities on the Project sites according to EACOP Standards
Coordinate with other departments such as human resources, HSE, Construction to ensure that EACOP policies are being followed.
Supervise the hiring process for the new medical staff of the Contractors (doctors, nurses, paramedics...) to ensure that they meet the requirements of EACOP, check the CVs of newcomers and audit the staff already hired.
Help and coordinate the medical teams of Contractors to standardize the supply chain and maintenance of medical equipment in collaboration with the contract and procurement referents.
Follow research on new medical treatments and technologies to determine their feasibility and value on remote sites (e.g telemedicine)
Providing training programs to Contractors' and Sub-contractors' medical staff on relevant topics such as safe work practices, emergency response, nursing care, etc.
Organize regular trainings and emergency drills on site to train Contractors and Sub-contractors’ inexperienced staff.
Developing and implementing plans to maintain a safe environment for employees and staff
Coordinate (24/7) requests from EACOP Offices and remote sites for medical advice and Medevac in close collaboration with the MSM
Regular field survey and site’s clinic inspections/audits (patient records, equipment, maintenance, hygiene, ambulance…etc.)
Practice as a full-time physician for COMPANY with experience and competence in occupational health and emergency care
Close relationships avec CMO TEPU about medical activities and medical support
CONTEXT AND ENVIRONMENT
Behind the numerous technical, environmental and social challenges faced by the project, objective is for EACOP to be developed in a fast-track mode with start-up anticipated 39 months after FID
With operations in two countries, two separate regulatory regimes will need to be addressed in the HSE-MS
The project anticipates the mobilization of ~8,000 to 10,000 personnel - a large multicultural workforce with many people who have a very low risk awareness and limited health and safety culture.
Numerous stakeholders and heavy focus by ENGOs create a complex context. Project will need to be developed in accordance with IFC standards and the Equator 4 Principles to secure the necessary financing.

Qualification, Experiences and Competencies
Masters in Medicine BSc. Medicine, emergency or intensive care medicine, tropical diseases.
Minimum 10 years of professional experience in emergency medical care / response
Technical competencies:
Expertise in the management of intra- or extra-hospital vital failures.
Experience in an isolated and operational environment.
Knowledge of tropical pathology and good knowledge of Africa
Behavioral competencies:
Ability to effectively lead a team; work in a multi-cultural business setting.
Excellent interpersonal and communication skills essential.
Current use of IT tools (Word, Excel, SAP, Outlook, etc.)
Fluent in English - speaking, writing; some Kiswahili highly beneficial.
