Job Description
The Uganda Communications Commission (UCC) is a statutory body established under the Communications Act 2013 to regulate the Telecommunications, Data communications, Broadcasting, Postal and Radio communications and Infrastructure. To achieve this mandate, UCC seeks to recruit individuals with proven skills and competencies to fill the vacant positions below to assist the Commission implement its mandate.
Job Purpose:
To execute the Commission procurement plan and processes for acquiring goods, services, and works in alignment with the approved financial budget, PPDA procurement framework, and specific requirements of Funding Agencies.
Duties and Responsibilities
Implement frameworks for procurement and disposal methods, prepare and draft bidding documents for procurement of goods, works and services as per established guidelines.
Prepare documents to support the functioning of the evaluation teams and contracts committee in line with the PPDA Practice, maintain a PDU notice board, and ensure the due publication of all notices.
Conduct the bidding processes for goods, works and services with particular reference to choice of media, advertising and bidding periods, receipt of bids, and bid opening requirements and provide technical guidance in bid evaluation and selection process to ensure evaluation is following established guidelines.
Maintain procurement records and ensure completeness of all completed procurement files. Accordingly, input procurement information into the GPP and ensure it captures all mandatory information for every procurement carried out.
Work closely with user departments to support contract management as per PPDA regulations.
Prepare timely and accurate monthly reports and other reports for UCC management and PPDA, following UCC reporting guidelines and PPDA regulations, and ensure a sound records trail in PDU.
Supervise staff, review their work for completeness, and ensure that procurement cycle activities are implemented as per the procurement plan and in adherence to established procurement guidelines for executing procurement activities.
Manage the performance and development of subordinate staff in line with the Commission Human Resources Policy and Procedures Manual.
Maintain flexibility to accommodate any other duties that may be assigned by the supervisor from time to time.

Planned procurements are completed.
Education and Professional Qualifications
Master's degree in business studies, Procurement, and Supply Chain Management or related field.
Bachelor's degree in Procurement, and Supply Chain Management or related field.
Membership of a relevant professional body.
Working Experience
Minimum of four (4) years' experience in corporate communications in a regulatory environment.
