Job Description
The Uganda Communications Commission (UCC) is a statutory body established under the Communications Act 2013 to regulate the Telecommunications, Data communications, Broadcasting, Postal and Radio communications and Infrastructure. To achieve this mandate, UCC seeks to recruit individuals with proven skills and competencies to fill the vacant positions below to assist the Commission implement its mandate.
Job Purpose:
To ensure the quality and reliability of communication sector services through revenue reporting, billing and metering assurance, tariff assessment reviews, revenue assurance, fraud monitoring, policy advisory, SIM card registration, KYC database management, and network audits.
Duties and Responsibilities
Conduct revenue reporting, billing and metering assurance and fraud monitoring activities.
Review and analyze tariffs, ensuring compliance with regulatory requirements and maintaining an up-to-date inventory of service and product tariffs.
Provide policy advisory services as the need arises.
Support SIM card registration and KYC database management.
Undertake service assurance and performance metrics analysis.
Supervise the evaluation and review of pricing and conduct a comparative analysis of tariffs.
Investigate competition in broadcast, multimedia, postal, courier and telecommunications markets.
Manage and review the performance of direct reports, assigning tasks effectively, setting development goals, and ensuring alignment with organizational objectives.
Maintain flexibility to accommodate any other duties that may be assigned by the supervisor from time to time.
Qualification, Experiences and Competencies
Key Performance Indicators
Rate of revenue reporting and billing processes.
Reviewed and evaluated tariffs.
Revenue loss prevented through fraud monitoring activities.
Timely policy advisory services.
Conducted network audits and performance metrics analysis.
Comprehensive investigations conducted.
Transparent and consistent tariffs.
Education and Professional Qualifications
Master's degree in telecommunications, economics, business administration, or a related field.
Bachelor's degree in telecommunications, economics, business administration, or a related field.
Membership in a relevant professional body.
Working Experience
Minimum of four (4) years’ experience in service assurance, revenue assurance, or a related field within the telecommunications sector.
Skills, Knowledge and Abilities
Technical
Strong analytical skills with an eye for detail.
Knowledge of billing systems, revenue assurance practices, and fraud detection techniques.
Ability to interpret and advise on policy and regulatory issues.
Experience with database management and network audit procedures.
Behavioural
Strong communication and stakeholder management skills.
Knowledge of telecommunications market dynamics and regulatory frameworks
