Job Description
The monitoring, evaluation and learning officer will be based at the RUFORUM Secretariat. He/she will be responsible for the development of systems, tools and mechanisms to aid in the monitoring, evaluation and documentation of learning from RUFORUM programmes.. He/She will participate in and provide support to project design activities including development of project theories of change and strategic frameworks, results frameworks, log frames to guide programming, implementation and tracking of impact of RUFORUM programs. The Officer will undertake research, data acquisition, analysis and reporting in this role.
Duties and Responsibilities
Design and implement a robust results-based Monitoring and Evaluation System (M&ES) for RUFORUM programs
Support the strengthening of RUFORUM Corporate governance
Support the institution of evidence-based decison-making at RUFORUM
Develop and update M&E manuals and guidelines, formats and procedures/ protocols for various program activities in liaison with Units of the Secretariat & Regional Nodes.
Track program implementation, generate and ensure adequate program related data and learnings from program outcomes.
Activities
Support the Convening of RUFORUM's Governance Organs Meeting (AGM, Board meeting, BEC, F&AC, Audit, IAP, TC, P&DC)
Develop performance indicators for tracking university outreach .
Conduct virtual university outreach systems (including innovations for outreach) within the network
Conduct a situation analysis and Monitor progress of students and staff under GTA
Undertake surveys on the status of integration of member universities into the global networks 6. Develop M&E frameworks/impact pathways
Building in-house capacities to define realistic programme objectives, outputs, and impacts
Develop a strategy for generating information to guide operational management, learning and adaptation.
Undertake monitoring surveys (baseline, mid- term, end line) of RUFORUM programs
Deliverables
M&E frameworks/impact pathways developed M&E manuals and guidelines, formats and procedures/ protocols
University and Secretariat officers trained to increase the profile and dissemination of Program results
Performance indicators for tracking RUFORUM programs developed.
In-house capacities to define realistic programme objectives, outputs, and impacts developed Strategy for generating information to guide operational management, learning and adaptation.
RUFORUM footprint documented to guide investment decisions RUFORUM's Governance Organs Meeting (AGM, Board meeting, BEC, F&AC, Audit, IAP, TC, P&DC) convened Progress reports on RUFORUM programs including (students, community outreach and staff under GTA) Periodic reports; monthly, quarterly and annually Publications including: peer reviewed articles, working document series
Qualification, Experiences and Competencies
Masters in economics, statistics, mathematics, agricultural sciences and related sciences
At least 10 years work experience in monitoring and Evaluation with at least 3 at senior level
Demonstrate good knowledge and skills of Information Technology, in order to support the development and maintenance of database system of the programs
Desirable to have specialized formal training on IT systems, database, business software (Microsoft Office and Outlook), and/or web-based applications
Team player, able to work respectfully and cooperatively with colleagues or different national and cultural backgrounds
Flexibility in working schedules and willingness to travel at short notice
