Job Description

We are looking for a suitable candidate to take on the role of Strategic Information and Learning Coordinator.



This position is responsible for designing, implementing, and managing the monitoring and evaluation activities of our programs/projects. They will work closely with project teams to ensure that robust M&E systems are in place to track progress, measure impact, and facilitate learning and adaptation.

Duties and Responsibilities

Develop and Implement Project M&E Framework and SOPs:

  • Develop, review, and implement the project's M&E framework & SOPs in alignment with project goals and objectives.

  • Design M&E indicators, data collection tools, and systems to track project performance and outcomes.


Data Collection and Analysis:

  • Develop a system and procedures for generating quality project reports to key stakeholders.

  • Oversee data collection activities, including routine data collection and reporting from health facilities, community outreaches, and awareness campaigns while strengthening the project and national reporting mechanisms.

  • Coordinate routine cleaning & data analysis to assess project progress, identify trends, and measure impact on target populations.


Project reporting and Documentation:

  • Prepare regular reports on project activities, progress, and achievements for internal and external stakeholders.

  • Ensure timely submission of quality monthly/quarterly project reports through internal and external established reporting systems.


Capacity Building and Training:

  • Conduct capacity building sessions and training for project staff, health facility personnel, and community volunteers on M&E tools, techniques, and best practices.

  • Provide ongoing mentorship and support to build M&E capacity at various project implementation levels.


Quality Assurance and Compliance:

  • Ensure data quality and integrity through regular data verification exercises, validation checks, and audits.

  • Monitor project activities to ensure compliance with project protocols, guidelines, and donor requirements.

  • Develop and monitor the implementation of project guidelines for data utilization and feedback mechanisms internally and externally in the districts which includes organizational periodic team reviews to improve project thematic performance.


Coordination and Collaboration:

  • Coordinate with district health offices, MoH, and implementing partners to harmonize M&E efforts include rollout and utilization of the National HMIS tools and share best practices.

  • Participate in project coordination meetings, workshops, and review sessions to provide M&E updates and insights.

  • Participate in the developing/reviewing of support supervision guidelines, plans and tools for the project in the organization and as well monitor the procurement and distribution process of all data collection tools for the project;

  • Represent the PSIU in relevant M&E-related forums, conferences, and working groups, as required.


Learning and Adaptation:

  • Develop interactive dashboards and reporting templates to provide stakeholders with real-time access to relevant project data and facilitate data-driven decision-making.

  • Facilitate regular project review meetings and learning sessions to reflect on M&E findings, share insights, and identify opportunities for adaptation.

  • Collaborate with project teams to develop and implement adaptive management strategies based on M&E data and feedback.

  • Support the integration of M&E findings into project planning, decision-making, and programmatic adjustments.

Qualification, Experiences and Competencies

  • Bachelor’s degree in public health, Statistics, Population Studies, Social sciences, Epidemiology, or related field; Master's degree and PG in Monitoring and Evaluation preferred.

  • At least 5 years of experience in monitoring and evaluation, preferably in health-related projects or programs.

  • Strong knowledge of M&E methodologies, tools, and techniques, with experience in data analysis and reporting.

  • Experience using management information systems (e.g. DHIS2), data analysis, data visualization tools (e.g. PowerBI) and Spatial data analysis and presentation.

  • Strong knowledge of excel and Access with a demonstrated skills in use of statistical analysis software (e.g., SPSS, STATA, R).

  • Ability to work effectively in a team, collaborate with diverse stakeholders, and adapt to changing project needs.

  • Experience working with MoH, district health offices, and implementing partners is an advantage.

  • Ability to operate with limited supervision and considerable latitude for independent judgement to achieve desired outcomes

  • Technical Proficiency: Demonstrated proficiency in monitoring and evaluation methodologies, data collection techniques, statistical analysis, and data visualization tools.

  • Analytical Skills: Ability to analyze complex data sets, identify trends, draw meaningful insights, and make evidence-based recommendations for program improvement.

  • Data Management: Experience in data management practices, including data cleaning, storage, and security protocols, to ensure the integrity and reliability of project data.

  • Communication Skills: Excellent written and verbal communication skills, with the ability to convey technical information clearly and concisely to diverse audiences, including donors, partners, and project staff.

  • Capacity Building: Proven ability to build the capacity of project staff and partners in M&E concepts, methodologies, and tools through training, mentoring, and technical support.

  • Collaboration and Teamwork: Ability to work effectively in a multidisciplinary team environment, foster collaboration and teamwork, and build strong working relationships with colleagues and stakeholders. Attention to Detail: Meticulous attention to detail and accuracy in data collection, analysis, and reporting processes to ensure high-quality and reliable project outputs.

  • Adaptability: Flexibility and adaptability to work in a dynamic and fast-paced environment, manage competing priorities, and respond effectively to emerging opportunities and challenges.

  • Ethical Conduct: Commitment to upholding ethical standards and principles in data collection, analysis, and reporting, including confidentiality, privacy, and data protection protocols.

  • Cultural Competence: Sensitivity to cultural diversity and ability to work effectively with individuals from different cultural backgrounds, respecting their perspectives and experiences.
