Duties and Responsibilities
Leadership and Supervision:
Supervise and lead the SI team, providing guidance, support, and performance evaluations.
Foster a collaborative and productive work environment.
Project Management:
Oversee the planning, implementation, and monitoring of SI projects.
Ensure projects are completed on time, within budget, and meet quality standards.
Develop and manage project plans, timelines, and budgets.
Strategic Information Management:
Design and implement SI systems to collect, analyze, and report data.
Ensure data quality and integrity across all SI initiatives.
Develop strategies for effective data use in decision-making and policy formulation.
Data Analysis and Reporting:
Analyze complex data sets to generate insights and support strategic planning.
Prepare and present comprehensive reports, dashboards, and visualizations.
Communicate findings to senior management, stakeholders, and external partners.
Compliance and Standards:
Ensure compliance with relevant regulations, standards, and best practices in SI.
Develop and maintain SI policies and procedures.
Conduct regular audits and assessments to ensure adherence to SI protocols.
Stakeholder Engagement:
Collaborate with internal and external stakeholders to align SI activities with organizational goals.
Represent the organization in meetings, conferences, and working groups related to SI.
Build and maintain partnerships with key stakeholders, including government agencies, NGOs, and other organizations.
Capacity Building:
Develop and deliver training programs to enhance the SI skills of team members and partners.
Mentor and support staff in the use of SI tools and methodologies.
Resource Management:
Allocate and manage resources effectively to support SI activities.
Identify and secure additional resources, such as funding or technical assistance, as needed.
Continuous Improvement:
Identify opportunities for improving SI processes, tools, and methodologies.
Implement best practices and innovative solutions to enhance SI capabilities.
Crisis and Risk Management:
Develop and implement risk management plans for SI projects.
Respond to and manage crises or issues that arise during SI activities.
Qualification, Experiences and Competencies
Bachelor’s degree in information management, public health, statistics, social sciences, or a related field.
Advanced degrees (e.g., Master’s in Public Health, Business Administration, or Data Science) are highly preferred.
Experience:
Extensive experience in project management, strategic information, data analysis, or a related field, typically 5-10 years.
Proven track record of managing SI projects and leading teams.
Skills:
Strong project management skills, including planning, budgeting, and resource allocation.
Proficiency in data analysis tools and software (e.g., SPSS, SAS, R, Python, Tableau).
Excellent written and verbal communication skills.
Personal Attributes:
High level of integrity and professional ethics.
Strong attention to detail and accuracy.
Ability to handle sensitive and confidential information.
Technical Skills:
In-depth knowledge of SI systems, methodologies, and best practices.
Familiarity with data quality assurance and data management principles.

Ability to motivate and inspire team members to achieve high performance.

Salary Range: UGX 224,256,357 to 331,145,253 per annum, equivalent to FSN-12. Offers must be submitted as detailed in Section IV of the solicitation document and shall include:
