About USAID Feed the Future Project:
The USAID Feed the Future Uganda Institutional and Systems Strengthening (ISS) Activity is a five-year Activity implemented by DT Global International Development USA, Ltd. The goal of the Activity is for key national level Ministries, Departments and Agencies (MDAs) and Industry Apex Organisations (IAOs) that are vital to driving inclusive agriculture-led economic growth to fulfill their mandate, leading to pathways to prosperity, improved resilience, and better nutrition for the people of Uganda. The purpose of the Activity is to improve the performance and structures of MDAs and IAOs. This purpose will be achieved through the following four objectives: (1) Improve the internal processes of selected MDAs and IAOs, making them more responsive to the needs of their consumers, members, and the general public; (2) Improve the policy framework that supports the functionality of selected MDAs and IAOs; (3) Strengthen key capacity elements of select MDAs and IAOs to perform their mandates; and (4) Strengthen the “structures” or key vertical and horizontal linkages within, between and among institutions so that they work together more effectively to achieve their goals.
Job Summary: The Grants Officer will be responsible for drafting funding solicitations and managing the financial aspects of grant under contracts awards, including support in managing grant solicitation processes, writing project descriptions, developing performance measures. evaluating applicants, monitoring grant spending and performance compliance. preparing analyses and reports, and working with other departments, community groups, and organizations throughout the lifetime of the grant. The Grants Officer will support summarizing USAID compliance requirements of grants issued by ISS and communicating these requirements to technical teams. The Grants Officer will also support the Grants Specialist in preparing modification requests to ongoing awards and in sub-awards management as necessary. The Grants Officer will provide ongoing mentoring, monitoring and supervision for grantees during implementation and support grant closeout processes in line with DTGlobal and USAID regulations.
Duties and Responsibilities
Contribute to the effective management of all programmatic and financial aspects of grants under contract awarded by the ISS Activity
Support calls for grant applications processes, selection procedures, management and reporting.
Collect data and reports from grantees.
Coordinate efforts between the grants. technical and monitoring/evaluation units to ensure close cooperation and effective management of grants.
Work with grant recipients to ensure that implementation of awards conform to USAID policies and regulations. including for procurement competition. and others.
Guide the review of any new granting mechanisms to ensure adherence to donor requirements related to eligibility for the local grantees. budget presentation acceptability of cost allocation and other requirements.
Implement procedures and provide policy guidance and interpretation for Activity staff and grantees to ensure adherence to grant management procedures.
Build the capacity of potential grantee organizations to ensure successful grant project implementation.
Review and analyze budget estimates discerning reasonableness, consistency.
allocability and allowability of costs.
Ensure post-award management in accordance with relevant regulations, including but not limited to reporting audits, etc. in accordance with USAID policies, and procedures.
Work collaboratively as a member of program management team.
Provide administrative, operational. and programmatic backstop support
Track and review- grants and contracts through the payment cycle, ensuring compliance with USAID agreements and DT-Global policies.
Review- and contribute to internal reports, annual work plans, and quarterly and monthly reports as required by the ISS Contract
Provide inputs from grantee monitoring and evaluation and other lessons learned to support Activity CLA processes on a quarterly and annual basis.
Support and participate in program activities at the discretion of the Chief of Party: and
Other similar tasks and responsibilities that the Grants and Contracts Manager. Director Finance Grants, and Operations night reasonably request.
Qualification, Experiences and Competencies
University degree in administration, business, economics, accounting, or similar field
Minimum of five years of experience supporting grants management with public and private sector entities: prior experience managing USAID-funded grants mechanisms is strongly preferred.
Must be a Ugandan citizen.
Knowledge and Skills:
Previous experience in delivering a grants function targeting public and private sector entities.
Strong understanding of USAID grants management standards. policies and procedures
Excellent language proficiency in spoken and written English
Excellent interpersonal skills, including patience, diplomacy
Willingness to listen. and respect for colleagues.
Strong ethics and unquestionable level of integrity
