Job Description
We are looking for a suitable candidate to take on the role of Data and Knowledge Management Officer.
This position will join the Strategic Information & Learning team and play a vital role in the successful execution of the learning and adaptation strategies for projects.
Duties and Responsibilities
Support development and roll-out of M&E related initiatives e.g. Research protocols, M&E plans, data systems, tools, templates, procedures, e-data collection tools, programming, GIS, guides in line with data needs and track compliance in use of data collection and reporting tools by staff and partners.
Facilitate project team members, subject matter experts, and external contributors to develop publication content. Including support to gather additional information for the development of informative and compelling publications.
Build the capacity and provide continuous mentorship to health facility and district staff on use of HMIS tools, proper data management analysis and use of data to support decision making at health facility and district level.
Conduct joint monitoring and DQA visits with the district staff and other stakeholders and ensure conformance of the program implementation inline to the program objectives, work plans, budget and expected results.
Document best practices and lessons learned and share with program staff and to maximize impact of the program; foster a productive relationship and lesson-learned sharing culture among the program staff and stakeholders.
Conduct critical reflection and learning activities and document and disseminate best practices and reports to relevant stake holders.
Generate monthly and quarterly program reports and complete donor data templates with the support of SIL Coordinator.
Support procurement planning, acquisition of MEL related supplies and develop distribution & reconciliation trackers.
Qualification, Experiences and Competencies
Degree in Humanities / Sciences disciplines with a research course unit such as (Statistics, Sociology, Population Studies, Development studies etc.).
Additional qualifications in monitoring and evaluation
Experience in implementing Collaborative Learning and Adaptation mechanism.
At least 3 years of experience in monitoring and evaluation, of donor funded programs, preferably in health sector.
At least 3 years of experience in designing studies, managing field work and writing reports, quantitative and qualitative research.
Experience in use of Spreadsheet computer applications, Open Data Kit and statistical software packages.
Experience of DHIS2, MTRAC and other mobile applications.
Key Competencies:
Monitoring and Evaluation (M&E) Skills: Proficiency in developing and implementing M&E initiatives, including research protocols, M&E plans, and data systems. Ability to track compliance in the use of data collection and reporting tools.
Publication Development: Capability to facilitate the development of publication content by coordinating project team members, subject matter experts, and external contributors. Skill in gathering additional information for publication development.
Capacity Building and Mentorship: Ability to build the capacity of health facility and district staff in HMIS tools usage, data management analysis, and data utilization for decision-making. Skill in providing continuous mentorship to enhance staff skills.
Monitoring and Quality Assurance (QA): Experience in conducting joint monitoring and Data Quality Assessment (DQA) visits with district staff and stakeholders. Ability to ensure program implementation aligns with objectives, work plans, and budget.
Documentation and Knowledge Sharing: Proficiency in documenting best practices and lessons learned to maximize program impact. Skill in fostering a culture of knowledge sharing among program staff and stakeholders.
Reflection and Learning: Capability to facilitate critical reflection and learning activities. Skill in documenting and disseminating best practices and reports to relevant stakeholders.
Reporting: Experience in generating monthly and quarterly program reports and completing donor data templates. Ability to collaborate with the SIL Coordinator to ensure accurate and timely reporting.
Procurement and Supply Chain Management: Knowledge of procurement planning processes and supply chain management. Skill in acquiring MEL-related supplies and developing distribution and reconciliation trackers for efficient supply chain operations.
